Purpose & Scope
This RFI seeks information from industry partners regarding the acquisition and sustainment of Integrated Base Defense (IBD) physical security and force protection electronic security systems, equipment, and system integration capabilities for the Air Force Security Forces community. The focus is on electronic security intrusion detection systems that deter, anticipate, deny, detect, report, delay, assess, and track hostile forces for resource protection. The scope includes:
- Design, development, procurement, installation, integration, testing, certification, and accreditation.
- Performance-based logistical support of IBD systems at CONUS and OCONUS locations.
- Qualifying Commercial Off the Shelf (COTS) equipment.
- Supporting system architecture development.
- Procuring Counter small Unmanned Aerial Systems (C-sUAS) equipment.
- Conducting studies and analyses.

Experience Requirements
Responders should demonstrate recent experience (within the last five years) in areas such as:
- Designing/installing physical security IDS at OCONUS locations for federal agencies.
- Designing/installing IDS for nuclear material storage/disposal or energy production facilities.
- Designing/installing IDS to ICD and UL 2050 standards in SCIF or SAPF.
- Knowledge of Protection Level (PL) 1, 2, 3, and 4 resource security requirements and Air Force Instructions.
- Civil engineering expertise for IDS infrastructure support.
- Developing security systems design and engineering documentation.
- Performing security studies, analyses, and surveys.
- Familiarity with Open Mission Systems (OMS) and integrating technology into the Defender Multi-Domain Command, Control, and Communications (DMDC3) platform.
- Network infrastructure configuration and installation compliant with DoD regulations.
- Providing interim and extended contractor logistics support and sustainment for intrusion detection systems.
- Developing and implementing program protection plans and cybersecurity requirements (DISA STIGs).
- Knowledge of the DoD Architecture Framework.
- Experience with a Quality Management System (ISO 9001-2008 or equivalent).
- Experience supporting agile DevOps and cloud computing environments.
- Information on DCAA-approved cost estimating and accounting systems.
- Personnel and facility security clearances (SECRET minimum).
- Use of Digital Engineering (DE) and Model-Based System Engineering (MBSE) tools.
