Request for Information (RFI)

This RFI is issued by the Defense Health Agency (DHA) to seek information from 8(a) companies regarding Contract Resource Management Support Services. The DHA is gathering market information to understand potential procurement methods and is not currently seeking proposals or quotes. This RFI does not commit the government to a future contract.

The DHA requires Contract Resource Management Support Services to implement a monitoring and evaluation component for safeguarding TRICARE funding and achieving cost savings. This includes program management support, administrative services, studies and analysis, business process improvement, and information management for the DHA/CRM E-Commerce program management office. The CRM Branch supports budgetary, financial accounting, systems support, pharmacy refunds, and improper payment oversight for centrally funded PSC programs within the TRICARE Health Plan.

Respondents are requested to submit a two-section Capability Statement:

• Section 1: Administrative Information (Not included in page limit) - Company name, address, POC, DUNS, CAGE CODE, NAICS Codes, business size status, GSA SINs, and available contracting vehicles.

• Section 2: Requested Information (10-page limit) - Address requirements in Part 5 of the Draft Performance Work Statement (PWS) and demonstrate understanding of DHA's challenges and ability to provide solutions. Specific questions regarding company capabilities, risks, 8(a) certification status, and anticipated eligibility for an 8(a) competitive award in 2026 must be answered.

• Due Date: Wednesday, April 1, 2026, no later than 12:00 PM EDT.

Performance Work Statement (PWS)

This PWS outlines the requirements for providing non-personal Contract Resource Management (CRM) Support services to the Defense Health Agency (DHA). The goal is to support the CRM Branch in managing budgetary, financial accounting, systems support, pharmacy refunds, and improper payment oversight for centrally funded programs supporting the TRICARE Health Plan.

The contractor shall provide personnel and services for CRM support, focusing on budgeting, accounting, reporting, systems accounting, and improper payment evaluation. Key activities include monitoring program funds execution, assessing new business requirements, assisting with CRM and E-Commerce program administration, maintaining contract financial transaction documentation, analyzing healthcare data, processing and auditing healthcare claims, and providing administrative support. The contractor will also support the management and oversight of an external compliance review contract to identify and report improper payments and discrepancies.

Performance will be monitored via a Performance Requirements Summary Matrix. Key areas include Budget Reconciliation and Execution, Budgetary TEDS "025" Cycle approvals, TEDS Funding Levels, Financial Management (payment data input, voucher accuracy, prompt payment interest), Monthly Progress Reports, Subcontractor Expenditure Plans, Quality Control Plans, TED Pivot Table updates, Statistical Analysis Support (sampling methodology, data analysis), Program Management Support (QA reviews), Improper Payment Evaluation Support (correspondence, audit files), E-Commerce Performance Reports, Meeting Minutes, Buy Plans, and Systems Accounting User Acceptance Testing (UAT).

The Period of Performance (PoP) includes one (1) twelve-month base period and four (4) twelve-month option periods, with an additional six (6) months extension possible. The primary place of performance is the Government's facility at Defense Health Agency, 16401 East Centretech Parkway, Aurora, Colorado, 80011.

• Transition: Requires detailed Transition-In and Transition-Out Plans.
• Personnel: Contractor personnel require Common Access Cards (CACs) and must comply with DHA onboarding and training requirements. Key personnel include a Senior Program Manager with specific experience and qualifications.
• Security: All work is unclassified. Contractors must comply with DoD cybersecurity directives, including IA training and certification, and cyber incident reporting requirements. Access to PII/PHI is subject to Data Sharing Agreements (DSAs).
• Government Furnished Items: Includes scanners, fax machines, desk space lighting, and laptops. Government will provide workspace, telephones, and computers.
• Deliverables: Numerous Contract Data Requirement Lists (CDRLs) are specified for various reports, plans, and documentation.
