Quick Summary
The Department of the Army, specifically W6QK ACC-RI, has issued a Request for Information (RFI) regarding Contractor Self-Investment into the RFAAP facility (Operation Of Ammunition Facilities, PSC M1EA). This RFI seeks industry input on incentivizing self-investment, required production volumes for investment recovery, and developing an Intellectual Property (IP) strategy for capabilities remaining at RFAAP. Responses are due by April 13, 2026, at 5:00 PM ET.
Scope of Inquiry
The U.S. Government (USG) is evaluating feedback on contractor self-investment for the RFAAP facility and requests industry responses on the following key areas:
- Production Numbers: What production volumes are necessary to incentivize industry to self-invest into RFAAP?
- Investment Recovery: What operational volumes are required for a contractor to recover self-investment within the first five years of full operational control of RFAAP (e.g., low, medium, high volumes)?
- Intellectual Property Strategy: Assistance in developing an IP strategy that affords the USG the necessary Unlimited Rights for capabilities remaining at RFAAP, considering both:
- 100% contractor-funded investments.
- Contractor and USG co-investments.
