Buses complete one tier of routes, drop off students, and then run a second tier for the other school level. The same bus can serve multiple schools in a single morning and afternoon.

Request for Information (RFI)

This RFI is issued by the Department of Defense Education Activity (DoDEA) Procurement Office to conduct market research for student transportation services for the Military Community in Europe. The goal is to gather insights, recommendations, and industry feedback on innovative and efficient approaches to delivering these services. This RFI is for market research purposes only and does not constitute a solicitation or commitment for future contracts.

The contractor will be expected to provide comprehensive student transportation services, including all personnel (drivers, safety aides, attendants), supervision, services, supplies, vehicles, and equipment. Services must comply with DoDEA and Host Nation requirements.

• Full student transportation services in Europe.

• The anticipated period of performance is to start on August 1, 2027.

• Vendors are invited to respond to questions outlined in Enclosure 1.

• Responses should be clear, concise, and based on vendor experience and capabilities.

• Submissions are due no later than 10:00 am EST on February 27, 2026, via email to Esther.Yi@dodea.edu and Sidnie.Miranda@dodea.edu with the subject line "HE1254-26-RE-EUROPE".

• Telephone calls will not be accepted.

• Responses to RFI Questions (Enclosure 1).

• Capability Statement (max 3 pages) detailing company qualifications, experience, and technical capabilities, including company name, address, POC, CAGE/NCAGE code, UEI, and business size/socio-economic status.

• Rough Order of Magnitude (ROM) cost estimate for both a 2-bell and a single bell system, using the sample route list/bus stop data (Enclosure 4).

• Not specified in this document, but vendors are asked to provide their business size and socio-economic status.

• Sample route lists or bus stops are available upon submission of a completed Non-Disclosure Agreement (NDA) (Enclosure 3).

• The Government will not reimburse respondents for any costs incurred in responding to this RFI.

Questions & Answers / Clarifications
