Scope of Work
DoDEA seeks full student transportation services, including all personnel (drivers, safety aides, attendants), supervision, services, supplies, vehicles, and equipment. Services must comply with DoDEA and Host Nation requirements. The anticipated period of performance is to start on August 1, 2027. The primary place of performance is Kaiserslautern, Germany.
Requested Information
Vendors are invited to provide:
- Responses to RFI Questions (Enclosure 1): These questions cover multi-bell system management (including cost differences between 2-bell and single-bell systems), strategies for addressing driver/attendant shortages, driver demographics, the potential for route design to increase efficiencies, and current fleet technology capabilities with associated costs.
- Capability Statement (maximum 3 pages): Detailing company qualifications, relevant experience, and technical capabilities. This should include company name, address, point of contact, CAGE/NCAGE code, Unique Entity ID (UEI), business size, and socio-economic status.
- Rough Order of Magnitude (ROM): A non-binding cost estimate for both a 2-bell and a single-bell system, utilizing the sample route list/bus stops (Enclosure 4). Access to Enclosure 4 requires submission of a completed Non-Disclosure Agreement (Enclosure 3).

This RFI is solely for market research. The Government will not reimburse respondents for any costs incurred. Enclosure 2 provides definitions for single and two-bell school systems, which are relevant to the RFI questions.
