Quick Summary

The U.S. Army Transportation Command (ARTRANS), in conjunction with Army Contracting Command-Detroit Arsenal (ACC-DTA), has issued a Request for Information (RFI) for DODX Flat Railcars. This initiative seeks commercial railroad flatcar design and production services to replace the Army's aging Defense Freight Railway Interchange Fleet (DFRIF) heavy-duty flatcars, which face mandatory retirement starting in 2031. The goal is to identify innovative, production-ready designs capable of carrying M1A2 SEPv3 Abrams Main Battle Tanks and other Heavy Tracked Vehicles (HTVs). This RFI is part of a Commercial Solutions Opening (CSO) process to foster a robust and competitive future acquisition. Responses are due by June 5, 2026, at 5:00 PM EST.

Scope of Work

ARTRANS is seeking information on various heavy-duty flatcar design concepts to accommodate two nominally 72-ton M1 tanks or equivalent HTVs, with maximized carrying capacity for potential vehicle weight growth. Key design concepts include:

  • Modernized DODX 40000-series: To carry two HTVs on a single deck (>=150 tons, AAR Plate B).
  • Modernized DODX 41000-series: To carry one HTV on a single deck (>=90 tons, AAR Plate C).
  • Draw-Bar Heavy/Wide Flatcar: Two permanently connected bodies, each carrying one HTV (min 10-ft 5-in deck width, AAR Plate B or C).
  • Open Design Concept: For previously unconsidered designs capable of carrying two 72-ton M1 tanks. All designs must utilize AAR-approved components, meet AAR Equipment Engineering Committee (EEC) and Open Top Loading Rules (OTLR), and comply with MIL-STD-810 rail impact test requirements. Technical drawings for existing DODX 40000 and 41000 series flat cars are provided for reference.

Contract & Timeline

  • Opportunity Type: Request for Information (RFI) / Sources Sought, part of a Commercial Solutions Opening (CSO).
  • Set-Aside: None specified.
  • Published Date: May 6, 2026.
  • Response Due: June 5, 2026, 5:00 PM EST.
  • Anticipated Award: 2028.
  • Anticipated Period of Performance: 1 to 6 years.
  • Anticipated Production Volume: 500 to 1,200 railcars, with a minimum capability of 100-200 railcars per year.

Submission & Evaluation

Responses should be submitted electronically via Microsoft Windows 10 compatible software, preferably to the specified email addresses or via DoD SAFE. Submissions must include a title page, executive summary, design concept description, and Rough Order of Magnitude (ROM) pricing, limited to five single-sided pages or fifteen slides per design concept. The Government will use submissions for market research, acquisition planning, and requirement development; this RFI does not constitute a solicitation or commitment to award.

Additional Notes

Participation is voluntary and at no cost to the U.S. Government. Respondents should clearly mark any proprietary information and are encouraged to provide feedback on potentially restrictive requirements.
