Quick Summary

The U.S. Army Transportation Command (ARTRANS), in conjunction with Army Contracting Command-Detroit Arsenal (ACC-DTA), has issued a Request for Information (RFI) for DODX Flat Railcars. This RFI seeks industry input on commercial railroad flatcar design and production services to replace the Army's aging heavy-duty flatcar fleet, which faces mandatory retirement starting in 2031. The goal is to identify feasible design concepts capable of carrying two 72-ton M1A2 SEPv3 Abrams Main Battle Tanks or equivalent Heavy Tracked Vehicles (HTVs). Responses are due by 17:00 EST on June 26, 2026.

Purpose

This RFI is market research to gather information on innovative, production-ready, and interchange-ready flatcar designs. The insights gained will help ARTRANS develop final requirements, determine the optimal acquisition strategy, and foster a robust and competitive future Commercial Solutions Opening (CSO) process. The Army needs to replace its "DODX 40000-Series" heavy-duty flatcars to maintain strategic mobility capabilities and accommodate potential vehicle weight growth.

Scope of Work

ARTRANS is seeking information on several general railcar design concepts, assessed as low-risk for rapid production and implementation:

  • Modernized DODX 40000-series: To carry two HTVs on a single deck, replicating current dimensions and functionality with modern materials.
  • Modernized DODX 41000-series: To carry one HTV on a single deck, modernizing the existing design.
  • Draw-Bar Heavy/Wide Flatcar: A double-unit design (two permanently connected decks) capable of hauling two HTVs, one per deck, using standard commercial components.
  • Open Design Concept: For previously unconsidered designs capable of carrying two 72-ton M1 tanks and meeting all other ARTRANS requirements, leveraging modern materials and processes.

Common requirements across concepts include a minimum carrying capacity of 90-150 tons (depending on design), "circus style" loading/unloading, compliance with AAR clearance standards (Plate B or C), flush-mounted anchoring channels, collapsible ISO pedestal mounts, and AAR-approved end-of-car hydraulic cushioning. All designs must utilize AAR-approved components and meet MIL-STD-810 rail impact test requirements.

Contract & Timeline

  • Opportunity Type: Sources Sought / Request for Information (RFI)
  • Set-Aside: None specified
  • Initial Contract Award Anticipated: 2028 (following this RFI)
  • Anticipated Period of Performance: 1 to 6 years
  • Estimated Production Volumes: 500 to 1,200 railcars, with a minimum required production capability of 100-200 railcars per year.
  • RFI Response Due: June 26, 2026, by 17:00 EST
  • Published Date: May 28, 2026 (Amended response date from June 5, 2026, to June 26, 2026)

Submission Requirements

Responses are voluntary and for informational/planning purposes only. Submissions should be electronic, specific, data-driven, and adhere to content/format requirements (max 5 pages or 15 slides per concept). Include a Rough Order of Magnitude (ROM) unit price for various volume tiers. Offerors are encouraged to submit proposals for multiple design concepts.

Additional Notes

Proprietary data must be clearly marked. No classified data should be submitted. Respondents should provide feedback on any requirements viewed as overly restrictive or inhibiting competition. This RFI does not constitute a solicitation or commitment to award a contract.
