Purpose & Scope
This RFI is for market research and acquisition planning to understand current industry approaches to system integration, data architecture, interoperability standards, reporting capabilities, and cloud-based platform delivery models. DoWEA operates 160+ schools globally, serving over 67,000 students. The goal is to unify instructional and enterprise systems on a shared data foundation, reduce fragmentation, and enable secure, near real-time analytics and AI-enabled insights.
Key Requirements
DoWEA is interested in platforms that demonstrate:
- Integrated Platform Approach: Natively developed or fully supported modules on a shared identity and data framework.
- Student Information System (SIS): Comprehensive management of student data (enrollment, grading, records).
- Learning Management System (LMS): Native module or strong integration with third-party LMS, supporting seamless integration and bidirectional grade pass-back.
- Assessment: Formative, benchmark, and summative capabilities, including item banks and secure test administration.
- Special Education & Student Support: Support for IEP/504, MLP, AAP, MTSS/RTI frameworks, and privacy controls.
- Reporting, Analytics & Data Interoperability: Real-time reporting, role-appropriate dashboards, and integration with external AI-enabled analytics platforms.
- Enterprise Operations & Business Services: Including Finance/ERP, Human Resources/HCM, Facilities/CMMS, Transportation, and IT Service Management.
- Unified Data Architecture & APIs: Shared or federated data models, open REST APIs, and industry standards (e.g., LTI, OneRoster, Ed-Fi).
- AI-Enabled Analytics: Dashboards, early warning indicators, machine learning explainability, and support for downstream AI/ML.
- Global PaaS Operations & Resilience: Cloud-native PaaS, high availability, and data residency in the US.
- Communication & Engagement: Multi-channel outreach, two-way messaging, and personalization.
