Request for Information (RFI)

This RFI is for market research to identify highly qualified Small Business Administration (SBA) certified 8(a) firms capable of performing a wide range of electrical services for a potential two-year Indefinite Delivery, Indefinite Quantity (IDIQ) direct award contract. The government is seeking a partner capable of self-performing a minimum of 50% of the work using its own workforce. This is not a solicitation, and no contract will be awarded based on this RFI. All information received will be used for market research and planning purposes only.

• Submit a Capabilities Statement.

• Do NOT include pricing, cost data, or financial proposals.

• Recommended length: 20-30 pages (excluding cover page, table of contents, and required attachments).

• Format: Single Adobe PDF file.

• Font: Times New Roman, 12-point (or equivalent Arial).

• Margins: 1-inch on all sides.

• Page Size: 8.5" x 11".

• Factor 1: High Voltage (HV) Electrical Experience (Most Important): Demonstrate direct, self-performed experience with systems above 600V. Provide details on at least one, preferably several, completed HV projects, including title, location, customer, contract value, technical summary (voltage levels, equipment), percentage of self-performed HV work, and any unique challenges (e.g., military installations).

• Factor 2: Diverse Electrical Systems Experience (Second Most Important): Provide at least two project examples covering Low Voltage (LV) Power, Emergency Power, Controls & Automation, and Specialty Systems.

• Factor 3: Management Approach & Capacity (Third Most Important): Describe management structure, ability to handle concurrent task orders, subcontractor management approach, experience with federal wage requirements, workforce size and composition, capacity for emergency response, and self-performance capability (confirming ability and intent to meet the 50% self-performance goal).

• Requirement 1: SBA 8(a) Certification: Copy of active SBA 8(a) Business Development Program certification.

• Requirement 2: California Contractor Licensure: Documentation of a current, valid CSLB Class B General Contractor license and a CSLB Class C10 Electrical Contractor license (can be held by the firm or a teaming partner).

• Requirement 3: Bonding Capacity: Letter from a surety confirming bonding capacity of at least $1,000,000 for a single project and $5,000,000 aggregate.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for electrical services at Edwards Air Force Base (AFB), California, and associated locations. The contract will support the repair, alteration, maintenance, and new installation of various electrical systems.

• The contract covers electrical requirements including, but not limited to, pulling wire, repairing panel boards, rough and finish electrical work, replacing electrical components, providing blueprints, and performing electrical studies.

• It includes repair, alteration, maintenance, and new installation of electrical systems up to 34.5 kV, grounding systems, airfield lighting, fire alarm systems, Energy Management and Control Systems (EMCS), Supervisory Control and Data Acquisition (SCADA) systems, generators, lightning protection, and cathodic protection systems.

• Work may also include lead and asbestos abatement, equipment disconnect/movement, repair, and installation.

• Military Family Housing at Edwards AFB is excluded from the scope.

• Task Orders (TOs) will be issued on an as-needed basis.

• The contract covers Edwards AFB, Air Force Research Laboratory (AFRL), and Air Force Plant 42 in Palmdale, CA.

• The specific location and site plan for each project will be provided with each TO's Request for Proposal (RFP).

• The preferred period of performance (PoP) will depend on the individual TO and will be specified in the RFP. The contractor may propose a shorter or longer PoP.

• All work must comply with industry standards, Unified Facility Criteria (UFC), IEEE, NEC, NFPA, NESC, and other applicable codes and regulations.

• A 1-year No Dollar Limit warranty is required for all work.

• The Contractor must hold a California Contractors State License Board issued class B contracting license and have the capability to accomplish electrical services with electrical subcontractors holding a class C10 contracting license.

• Background checks and security clearances are required for all personnel.

• The Contractor must comply with all applicable federal, state, and local environmental regulations.

• A Quality Control Plan must be submitted within 30 days of contract award.

• Specific security requirements will be handled on an individual task order basis.

• The Contractor is responsible for waste disposal, hazardous materials management, and site safety.
