Services include repair, alteration, maintenance, and new installations of electrical systems up to 34.5 kV, grounding systems, airfield lighting, fire alarm systems, Energy Management and Control Systems (EMCS), Supervisory Control and Data Acquisition (SCADA) systems, generators, lightning protection, and cathodic protection. Work may also involve lead/asbestos abatement and equipment handling. Military Family Housing is excluded.

Submission Requirements & Evaluation Factors

Firms must submit a Capabilities Statement (recommended 20-30 pages, PDF, no pricing) addressing the following in descending order of importance:

  • High Voltage (HV) Electrical Experience: Demonstrate direct, self-performed experience with systems above 600V, including detailed project examples (title, location, customer, value, technical summary, voltage levels, equipment, self-perform percentage, military installation challenges).
  • Diverse Electrical Systems Experience: Provide at least two project examples covering Low Voltage (LV) Power, Emergency Power, Controls & Automation, and Specialty Systems.
  • Management Approach & Capacity: Describe management structure, ability to handle 10-20 concurrent task orders, subcontractor management, Davis-Bacon Act experience, workforce size/composition, emergency response capability, and a commitment to self-perform at least 50% of the work.

Mandatory Pre-Requisite Qualifications

Respondents must provide documentation for:

  • Active SBA 8(a) Certification.
  • Current, valid CSLB Class B General Contractor license.
  • Current, valid CSLB Class C10 Electrical Contractor license (can be held by firm or teaming partner).
  • Bonding capacity of at least $1,000,000 for a single project and $5,000,000 aggregate.
