Quick Summary
The U.S. Army Corps of Engineers (USACE) has issued a Request for Information (RFI) to gather industry feedback on enhancing and standardizing sources sought notices for procurement. While primarily focused on construction, USACE is seeking input from all service areas, including dredging, architect and engineering, environmental, remediation, and manufacturing. The goal is to develop a consistent, well-written, and effectively formatted template to improve efficiency for both government and industry. Responses are due by May 21, 2026.
Purpose & Background
USACE is actively seeking better ways to communicate requirement needs in sources sought notices. This RFI serves as market research to ensure future notices contain necessary details for companies to make informed response decisions. It is not a solicitation, and no contract will be awarded from this request. All costs incurred by respondents are at their own expense.
Requested Information
Respondents are asked to complete two surveys based on attached documents:
- Sources Sought Notice - General Summary: Covers general aspects of sources sought notices.
- Sources Sought Notice – Specific Project Narrative: Focuses on details for a hypothetical project, requesting information on:
- Corporate Information: Company name, address, UEI, POC, socioeconomic status.
- Geographic Performance Area: Regions where the company typically performs construction.
- Bonding and Financial Capacity: Total and per-project bonding capacity.
- Relevant Experience: Capabilities, interest in the project, and details on up to three relevant prime contractor projects completed in the last seven years.
- Market Feedback: Potential risks, challenges, or concerns.
- Compliance & Regulatory Considerations: Information regarding Project Labor Agreements (PLA) and current Cybersecurity Maturity Model Certification (CMMC) status.
Submission Details
- Method: Responses must be submitted ONLY via the official online Market Survey Form. Email or other methods will not be accepted. The specific link is not provided in the RFI description but would be in the full notice.
- Deadline: May 21, 2026, by 6:00 AM EDT.
Key Considerations
This is for market research only and does not guarantee a future solicitation. The government will determine its acquisition strategy based on responses. USACE is particularly interested in understanding the capabilities of Small Businesses, Section 8(a), HUBZone, SDVOB, and WOSB/EDWOSB firms, all of whom are encouraged to respond. Prior government work is not required, but all construction must comply with EM 385-1-1 and other applicable regulations. Subcontractors are also encouraged to submit information for potential Small Business Participation Plans.
