Quick Summary

The U.S. Army Corps of Engineers (USACE) has issued a Request for Information (RFI) to gather industry feedback on enhancing and standardizing Sources Sought Notices for future procurements. While primarily focused on construction, USACE is seeking input across all service areas, including dredging, architect and engineering, environmental services, remediation services, and manufacturing. Responses are due by May 21, 2026.

Purpose

This RFI aims to collect market research from industry partners to ensure future Sources Sought Notices contain necessary details for companies to make informed response decisions. The ultimate goal is to develop a consistent, well-written, and effectively formatted template for use across all USACE districts and centers, thereby improving efficiency for both government and industry.

Requested Information

Respondents are asked to provide feedback via two different surveys, which correspond to the attached documents:

  • Sources Sought Notice - General Summary (Items 1-3): This survey relates to the general structure and content of a Sources Sought Notice for market research, including aspects like market research goals, small business capabilities, and submission methods.
  • Sources Sought Notice – Specific Project Narrative (Part A-F2): This survey pertains to the detailed information typically requested for a specific project, such as project title, location, NAICS, PSC, estimated magnitude, anticipated contract type, and specific technical requirements.

Respondents should review the attached documents, "Sources Sought Notice Specific Project Narrative.docx" and "Sources Sought Notice General Summary.docx," when formulating their responses to the surveys.

Important Notes

This is an RFI only and not a solicitation. It does not constitute a commitment by the Government to issue a solicitation or award a contract.
