Quick Summary

The Department of the Air Force is issuing a Request for Information (RFI) for an Executive Writing Course (EWC) to enhance the writing skills of Space Force staff action officers. The objective is to improve the quality, clarity, and effectiveness of executive-level written communication, enabling officers to produce decision-ready staff products. This RFI is for planning purposes only. Responses are due April 14, 2026, 5:00 PM ET.

Purpose & Scope

The Government seeks industry input to develop an acquisition strategy for an EWC that supplements the mandatory SAF Action Officer Course (AOC). The EWC will focus on producing decision-ready staff products like EXSUMs and memos. The contractor will be responsible for course development, administration, instruction, and performance reporting.

Key aspects from the draft Statement of Objectives (SOO) include:

  • Instruction: Focus on active voice, clarity, conciseness, accuracy, and executive format, including a practicum using the Chief of Space Operations (CSO) executive summary format.
  • Delivery: Virtual via Microsoft Teams, approximately once per month, during normal business hours (Eastern Time).
  • Content: Address the proposed use of AI tools, but not be AI-centric.
  • Administration: Use existing Government tools (ETMS2, Teams, Outlook) for sign-ups and communication.
  • Performance: Develop and administer tests (70% passing score) and anonymous electronic feedback surveys.
  • Deliverables: Course instruction, monthly status reports, and quarterly data analysis.

Requested Information

Industry is requested to provide feedback on:

  • Capability & Experience: Relevant experience in executive writing/leadership communication training, especially with DoD/federal senior staff.
  • Technical Approach: Recommended course duration, structure, teaching principles, and measurement of student improvement.
  • Staffing: Proposed labor categories, qualifications, instructor experience, and timeline for skill acquisition.
  • Delivery Model: Class size, frequency, surge capability, and experience with Microsoft Teams.
  • Performance Metrics: Feedback on proposed metrics (e.g., 90% improvement, 95% satisfaction) and alternative suggestions.
  • Data Rights: Feedback on Government Purpose Rights and identification of proprietary materials.
  • Pricing (ROM): Rough Order of Magnitude for course development, per-course delivery, and annual sustainment/updates, including assumptions.
  • Contracting Strategy: Feedback on single-award BPA vs. alternatives, recommended contract structure, and identification of applicable contract vehicles (GSA MAS, agency-specific, etc.).
  • Small Business Participation: Business size, socioeconomic status, teaming/subcontracting approach.
  • Risks & Assumptions: Key execution risks and recommended changes to the requirement.
