Opportunity Details

The EWC will supplement the mandatory SAF Action Officer Course (AOC). The contractor will be responsible for course development, administration, instruction, and performance reporting. Instruction will be delivered virtually via Microsoft Teams, approximately once per month, for class sizes ranging from 4 to 30 students. The course content should address the proposed use of AI but not be AI-centric. The government will provide HQSF Teams accounts, CAC-enabled access, and necessary equipment.

Requested Information

Industry is asked to provide feedback on:

  • Capability & Experience: Relevant executive writing/leadership communication training, DoD/federal senior staff experience.
  • Technical Approach: Recommended course duration (2 days or less preferred), structure, teaching principles, and methods for measuring student improvement.
  • Staffing: Proposed labor categories, qualifications, instructor experience, and timeline for skill acquisition.
  • Delivery Model: Recommended class size, frequency, surge capability, and experience with Microsoft Teams.
  • Performance Metrics: Feedback on proposed metrics (e.g., 90% improvement, 95% satisfaction) and alternative suggestions.
  • Data Rights: Feedback on Government Purpose Rights and identification of proprietary materials. The government desires rights to all materials, but pre-existing proprietary materials are negotiable.
  • Pricing (Rough Order of Magnitude): ROM for course development, per-course delivery, and annual sustainment/updates, including assumptions. The government is considering fixed unit pricing per course and anticipates 12 courses annually with an option for 3 additional.
  • Contracting Strategy: Feedback on single-award BPA vs. alternatives, recommended contract structure, and applicable contract vehicles (GSA MAS, IDIQ, etc.). The government anticipates a single-award, Firm-Fixed Price (FFP) Blanket Purchase Agreement (BPA) with a five-year ordering period, utilizing Simplified Acquisition Procedures.
  • Small Business Participation: Business size, socioeconomic status, and teaming/subcontracting approach.
  • Risks & Assumptions: Key execution risks and recommended changes to the requirement.
