Quick Summary

The Department of the Air Force is conducting market research through a Request for Information (RFI) for the F-15 Maintenance Testability Analysis Program (MTAP). This RFI seeks to identify potential sources capable of providing technical expertise and engineering staff to implement hardware and software updates, F-15 production support, and modifications to improve the Reliability and Maintainability (R&M) of F-15 peculiar avionics. This effort is currently sole-sourced to Northrop Grumman Corporation (NGC), and the government is considering a stand-alone contract with NGC. Responses are due by March 18, 2026.

Scope of Work

The required services include:

  • Implementing hardware and software updates for F-15 MTAP components.
  • Providing F-15 production support.
  • Performing modifications to maintain and improve the R&M of F-15 peculiar avionics.
  • Conducting engineering investigations for Product Quality Deficiency Reports (PQDR) and Material Improvement Programs (MIP).
  • Performing system-level maintenance analysis, parts qualification testing, Test Program Set (TPS) re-host analysis reviews, logistic/engineering studies, and vertical testability analysis.
  • Contractor personnel must maintain a Secret level clearance and work on-site at the facility housing the F-15 Peculiar Systems MTAP, with the government supplying computers and workstations.

Contract & Timeline

  • Type: Request for Information (RFI) / Sources Sought
  • Current Strategy: A five-year Requirements Contract (basic plus four one-year ordering periods) is anticipated, continuing through FY26.
  • Previous Award: The most recent contract was awarded to NGC in 2021 under GSA Contract Number GS-00F-128CA.
  • Response Due: March 18, 2026, by close of business.
  • Published Date: February 17, 2026.

Set-Aside

No set-aside decision has been made at this time. The final acquisition strategy will be determined after analyzing market research responses. Small businesses are encouraged to identify areas of work that could be exclusively broken out for them. Teaming, partnership, joint venture, or subcontracting arrangements are also encouraged.

Submission & Evaluation

This RFI is for planning purposes only and does not constitute a solicitation for a contract award. Responses will be treated as information only and will not be used as a proposal. Interested parties should provide documentation supporting their company's capability and complete the provided Contractor Capability Survey (Parts I and II). The government will not reimburse participants for any expenses associated with their participation.
