Purpose & Background
DeCA currently faces challenges with inconsistent product content, delays in image capture, and a lack of automated validation and centralized access to product imagery. These issues create administrative burdens and reduce the quality of digital merchandising materials. This RFI aims to gather information from qualified industry partners to address these gaps, ultimately seeking to expand product selection, ensure consistent and accurate product information, provide high-quality visual data, and enhance the overall online and in-store customer experience.
Scope of Interest
DeCA is seeking capabilities that include:
- Enabling all DeCA partner vendors (private label, national, smaller brands) to send tailored, original, and branded items and descriptions for capture.
- Automated and continuous validation of images and descriptions against associated Universal Product Codes (UPC) upon upload and update.
- Providing unrestricted access to a central database of all images across partner vendor categories, including high-resolution photography, mobile-optimized content, and computer-generated imagery (CGI).
- Ensuring seamless integration with DeCA's existing and future eCommerce and Planogramming/Merchandising initiatives.
Requested Information
Interested parties are requested to submit a capability statement (not exceeding 20 pages) addressing:
- Years of experience providing services to federal or state government entities.
- Options for custom content creation, associated turnaround times, and processes for vendor representation and UPC validation.
- Ability for DeCA to gain unrestricted access to the image database, including cost models for DeCA and partner vendors, and management of partner vendor access to industry partner images.
- Software licensing and pricing models, specifically regarding enterprise/unlimited agreements and tiered pricing structures.
- Demonstrated ability for seamless integration with DeCA's current and future systems.
