Request for Information (RFI)

This RFI is issued by the Defense Health Agency (DHA) for information and planning purposes only. It is not a Request for Proposal (RFP) and does not commit the Government to a future contract. The DHA is seeking information on sources capable of providing mission-essential headquarters support services (GOSS).

The DHA supports the Military Services by delivering integrated health services and executing shared functions. The objective of this work is to provide support services including inventory and logistics management, duplication center operations, fitness center management, graphic design, mailroom operations, parking office support, and executive conference room scheduling.

The DHA is seeking integrated headquarters support services as defined in the DRAFT Performance Work Statement (PWS). This includes providing personnel, equipment, supplies, and non-personal services. The anticipated period of performance is a one-year base period beginning September 2026, with four one-year option periods.

Interested parties are requested to respond with a Capability Statement by April 24, 2026, at 2:00 PM EST. The Capability Statement should be submitted in Microsoft Word or PDF format, limited to ten (10) pages, and sent via email. It must include administrative information and demonstrate the company's ability to manage, technical ability, and capacity to perform the requirements outlined in the DRAFT PWS.

The DHA is specifically seeking interest from SBA 8(a) Certified Economically-Disadvantaged Women-Owned Small Business (EDWOSB) and/or Service-Disabled Veteran-Owned Small Business (SDVOSB) entities. The Government intends to post a competitive SBA 8(a) Certified Small Business Set-Aside solicitation.

• Costs incurred in response to this RFI are at the interested party's expense.
• Not responding to this RFI does not preclude participation in any future RFP.
• Future solicitations may be posted on GSA eBuy or SAM.gov.
• All submissions become Government property and will not be returned.
• No feedback or evaluations will be provided on submissions.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide mission-essential headquarters support functions for the Defense Health Agency (DHA) J-1 Administrative Management & Privacy Division (AM&P).

This Performance Work Statement (PWS) outlines a non-personal services contract for general operational support services. The contractor will provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to perform the defined tasks. Key areas of support include:

• Inventory and logistics management
• Duplication center operations
• Fitness center management
• Graphic design services
• Mailroom operations
• Parking office support
• Pavilion and executive conference room scheduling and event support

Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP). Specific performance standards and acceptable quality levels are detailed in Technical Exhibit 1, including:

• Monthly reconciliation of inventory, tracking of balances, and GSA/vendor orders and receipts with no more than two complaints per quarter.

• Technically accurate, knowledgeable, and applicable responses to customer and staff queries.

• Projects delivered on time with consistently high-quality, error-free, and organized content.

• Contractor personnel consistently available at the government site.

• Monthly Progress Reports (MPRs) submitted on time with 95% accuracy.

• Period of Performance (PoP): Base period of twelve (12) months from date of award, with four (4) 12-month option periods. Includes a 10-day Transition-In Period and a 30-day Transition-Out Period at the end of the contract. Anticipated award date: September 27, 2026.

• Place of Performance: On-site at Government facilities in the National Capital Region, primarily at 7700 Arlington Blvd, Falls Church, VA 22042. Telework and offsite work may be permitted based on DHA workplace contingencies.

• Personnel: Contractors require a Common Access Card (CAC). Background investigations (Tier 1 or equivalent) are required for all personnel. Specific training and onboarding requirements are detailed.

• Security: Compliance with Controlled Unclassified Information (CUI) handling, protection, and marking requirements is mandatory. Personnel must adhere to DHA's security protocols.

• Government Furnished Property (GFP): The Government will provide workspace, computers, telephones, copiers, and other necessary equipment. Contractors are responsible for maintaining and accounting for GFP.

• Reporting: Requirements include a Quality Control Plan (QCP), Non-Disclosure Agreements (NDAs), Program Management Plan (PMP), Monthly Progress Reports (MPRs), and a Contingency Operations Plan (COOP).

• Travel: No contractor travel is authorized.

• Other Direct Costs (ODC): No ODCs are authorized.
