Quick Summary
The Department of the Air Force is issuing a Request for Information (RFI) for HH-60W Training at Joint Base Andrews (JBA), MD. This RFI seeks industry capabilities and feedback for a turn-key solution to provide foundational training for UH-1N aircrew to achieve Basic Aircraft Qualification (BAQ) on the HH-60W platform. Responses are due February 22, 2026, at 10:00 am EST.
Purpose & Background
This RFI is for information and planning purposes only and does not constitute a commitment to issue a Request for Proposal (RFP) or Request for Quote (RFQ). The government aims to identify potential vendors (large, small, and socioeconomic concerns) capable of performing the HH-60W training program. The Air Combat Command requires this training to convert UH-1N aircrew into proficient HH-60W Pilots and Special Mission Aviators (SMAs). Industry feedback is sought on risks, opportunities, and recommendations related to the acquisition and the attached Draft Performance Work Statement (PWS).
Scope of Work
The anticipated scope requires a contractor to provide a comprehensive, turn-key training solution. This includes program management, academic instruction, simulator training, and flight training. Key activities involve developing and conducting Aircrew Transition Training, managing courseware (primarily using Government Furnished Courseware), and providing qualified instructors and support staff. The training aims to cover all aspects of operating the HH-60W aircraft and its systems.
Key Information for Vendors & Submission
Vendors are requested to provide administrative information (name, address, phone, email, CAGE code, DUNS number, Small Business/Socio-Economic status). Feedback is specifically sought on the Draft PWS, including potential risks, clarity improvements, recommended NAICS codes, and small business participation. The RFI also includes detailed questions regarding training definitions, instructor qualifications, timeline realism, simulator capabilities, courseware issues, potential ambiguities, workload estimation, class size, aircrew conversion experience, and drivers of training delays.
Responses must be submitted in Microsoft Word compatible format, limited to 10 pages (Calibri or Times New Roman, 11-point font).
