THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER A REQUEST FOR INFORMATION (RFI) from industry that will allow the United States Government (USG) to identify interested sources capable of meeting the requirement. The information sought is for planning purposes only and it shall not be construed as a request for quote (RFQ), request for proposal (RFP), or as an obligation or commitment on the part of the USG to acquire any products or services. There shall be no basis for claims against the USG as a result of information submitted in response to this RFI. The USG does not intend to award a contract on the basis of this RFI or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a requirement arise, the full requirement will be detailed in a solicitation.
Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Yokosuka (FLCY) is issuing this RFI for transportation and delivery services of bulk potable water. FLCY is seeking information from potential sources for the number of available tanker water truck(s) and/or water barge(s) which you would be able to provide and its capacity in gallons in order to transport and deliver bulk potable water if given a five (5) day notice to perform. Services include, but are not limited to transportation/delivery, disinfection, inspection, testing, and record keeping. The frequency and quantity of potable water for the service, and the period of performance are unknown at this time. The place of performance considered is within the United States Commander Fleet Activities Yokosuka (CFAY) in Japan.
SUBMISSION REQUIREMENTS
Interested companies should respond to this notice by submitting the following information along with any questions or comments to the Branch Chief / Contracting Officer (cynthia.k.gama.civ@us.navy.mil):
- Company name, point of contact, telephone number, e-mail address, Commercial and Government Entity (CAGE) Code, and Data Universal Numbering System (DUNS).
- Number of tanker trucks and/or water barges and its capacity which you would be able to provide within a five (5) day notice.
- If a 5-day notice under number 2 above is not sufficient, how many days would your company require?
- Describe your company’s capability in performing the same or similar type service. Please provide previous and/or current contract number(s) with the USG, if applicable.
- Confirm whether your company has an active registration in the System for Award Management (SAM) database at https://www.sam.gov.
- Confirm whether your company is authorized to operate and do business in Japan.
Ensure only pdf, .doc or .xls documents are attached to your email. Submit all responses to the listed point of contact. Responses are due no later than 2:00 P.M., 27 December 2025, Japan Standard Time (JST). Early responses are encouraged.
