Request for Information (RFI)

This RFI is issued by the 48th Contracting Squadron (48 CONS) at RAF Lakenheath, United Kingdom, to conduct market research for Furnishing Management Support Services (FMSS). The government is seeking information from companies capable of providing haulage, maintenance, and repair services for domestic household furniture and appliances at RAF Lakenheath, Mildenhall, Feltwell, and surrounding areas. This notice is not a solicitation and does not commit the government to any future contract.

• Haulage, maintenance, and repair of domestic household furniture and domestic/commercial appliances.

• Delivery, installation, disconnection, and pick-up of furniture and appliances to and from government designated residences, dormitories, and fire stations.

• Repair, cleaning, and maintenance of domestic household furniture and domestic/commercial appliances.

• Performance to standards outlined in the draft Performance Work Statement (PWS), applicable UK laws, international agreements, and Status of Forces Agreements (SOFA).

• Not applicable, as this is an RFI and no solicitation currently exists.

• Responses are due by 1400 GMT on 04 February 2026.

• Responses must be submitted as an attachment via email to the Point of Contact (POC) with the subject line "Response to FMSS RFI".

• Only electronic responses will be accepted.

• No reimbursement will be made for costs associated with providing information.

• Prospective offerors must be registered in the System for Award Management (SAM) prior to award of any Federal Government contract.

• The Performance Work Statement (PWS) provided is a draft and subject to change.

• Interested companies are requested to provide capability statements, brochures, company information, and details on their infrastructure, capacity, accreditations, and experience related to the draft PWS. They are also asked to identify cost drivers affecting the services.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Furnishings Management Section (FMS) Haulage, Maintenance, and Repair Services at Royal Air Force (RAF) Feltwell, United Kingdom, and surrounding areas.

• Delivery, installation, disconnection, and pick-up of domestic household furniture and domestic/commercial appliances to and from government-designated residences, dormitories, and fire stations.

• Repair, cleaning, and maintenance of domestic household furniture and domestic/commercial appliances.

• Services to be performed on RAF Lakenheath, RAF Mildenhall, RAF Feltwell, and within a 50-mile radius of RAF Feltwell.

• The contract is for non-personal services.

• Scheduling: Accurate schedule provided to COR by 0800 daily with no more than 2 delays per month.

• Deliveries/Pickups: Completed IAW PWS 1.3.2 and 1.3.3 at least 90% of the time.

• Service Calls: Completed within applicable timelines and annotated on work orders at least 90% of the time.

• Preventative Maintenance (Base Housing): Completed within 1 day of property availability, with proper documentation, at least 90% of the time.

• Appliance/Furniture Repair: Completed within specified timelines with required documentation at least 90% of the time.

• Preventative Maintenance (Dormitories): Completed IAW PWS 1.3.7 at least 90% of the time.

• Cleaning: Appliances and furniture cleaned and paperwork completed IAW PWS 1.3.9 at least 90% of the time.

• Documentation: All required documentation and paperwork completed IAW PWS 1.3.13 at least 90% of the time.

• Period of Performance: Five (5) year ordering period from October 1, 2026, to September 30, 2031.

• Place of Performance: RAF Lakenheath, RAF Mildenhall, RAF Feltwell, and surrounding areas.

• Contractor must provide a schedule by 0800 daily.

• Contractor must call customers 30-60 minutes before arrival.

• Access to unoccupied houses may require using a designated "Lockbox".

• Appliances must be installed and tested according to manufacturer's instructions.

• Contractor is responsible for all component parts and accessories.

• Service calls must be handled 24/7, with domestic appliance calls completed within 4 hours during office hours.

• After-hours service calls for domestic appliances may involve appliance change-outs without repair attempts.

• Commercial appliance service calls must be completed within five (5) working days.

• Preventative maintenance services for washers and dryers in dormitories.

• Furniture and appliance cleaning services.

• Contractor must acquire materials and obtain COR approval for repair parts.

• Contractor is responsible for theft, damage, or loss of Government property.

• Contractor must provide identification badges for all employees.

• Personnel must adhere to OPSEC and Privacy Act requirements.

• Base access requires submission of employee rosters and security clearances.
