USTRANSCOM seeks to understand market solutions for transporting Department of War-owned bulk fuels (Jet A, JP5, and F76 marine diesel) between United States ports on the Gulf of America and the lower Mississippi River, including connecting waterways and tributaries. Key Requirements

Interested parties should demonstrate capabilities for:

  • Furnishing supplies, materials, equipment, and personnel for tug/barge services, including maintenance, cleaning, repair, and positioning.
  • Providing three tank barges (25,000-30,000 barrels per tow, 50,000 barrels total for two barges) and on-call tugs, compliant with USCG regulations and coastwise laws.
  • 24/7 availability of equipment and crew, including a USCG Endorsed Tankerman.
  • Cargo pumping (min. 2,000 BPH at 100 PSI), tank stripping (max. 2 barrels residual), and water stripping systems.
  • Establishing and maintaining a Quality Control Plan.
  • Experience with similar projects, commercial availability, industry standards, and existing contract vehicles.
