This document provides answers to vendor questions regarding the HQ AFRC Architect-Engineer Facilities Support and Environmental Services RFI.

• Number of Questions: Confirms that there are a total of 13 questions to be answered, despite SAM information indicating 16.
• Relationship to Existing MATOC: Clarifies that the HQ AFRC Architect-Engineer Facilities Support and Environmental Services (FA664326_0003) is not an addition to or replacement for the HQ AFRC A-E MATOC (W912QR25R0029), which is currently in source selection. The USACE Louisville District is soliciting a separate A-E IDIQ (W912QR25R0029) for HQ AFRC programs, which will cover design of MILCON and large, complex FSRM projects. The RFI FA664326_0003 IDIQ will not include the capability for MILCON or more complex projects.

This Q&A clarifies the scope and relationship of different IDIQ vehicles, which may influence bidder understanding of the opportunity's specific focus.

Statement of Work (SOW)

This Statement of Work outlines the requirements for Architect-Engineer (A-E) services to provide comprehensive planning, design, and construction management for maintenance, repair, alteration, and new construction projects. These projects will involve multi-disciplinary services for institutional, commercial, and industrial facilities.

The A-E shall provide Title I (A & B) and Title II (C) services, including:

• Field surveys and site investigations.

• Preparation of technical studies, feasibility reports, and concept studies.

• Detailed design documents (plans, drawings, specifications, cost estimates).

• Construction management, including submittal reviews and monitoring.

• Environmental compliance documentation (e.g., NEPA, hazardous material surveys).

• Real property services, including inventory and space utilization studies.

• Interior design (CID) and structural interior design (SID).

• Energy analysis and sustainable design practices.

• This is an Indefinite Delivery Indefinite Quantity (ID/IQ) contract with one basic period and four option periods.

• The cumulative amount of all delivery orders will not exceed $10,000,000 per year.

• Individual delivery orders will not exceed $1,500,000.

• Delivery Orders over $1,000,000 require Congressional Notification.

• Designs must comply with applicable Local, State, National, and DOD standards (e.g., UFC, NFPA, OSHA, NEC).

• A-E is responsible for professional and technical quality of all deliverables.

• Designs must incorporate waste minimization, energy efficiency (ENERGY STAR), and sustainable design principles (UFC 1-200-02).

• A-E must avoid specifying Class I ozone-depleting substances and minimize Class II substances.

• Stormwater, soil, and erosion control measures must be included per federal, state, and local regulations.

• Environmental permitting and services (NEPA, CWA, RCRA) are required.

• A-E must certify drawings and documents, with registered professional seals.

• The design process is divided into three phases: Phase I (Survey & Concept), Phase II (35% & 65% Design), and Phase III (95% & 100% Final Design).

• Specific deliverables include working drawings, specifications, design analysis, cost estimates, and interior design submittals.

• Submittals must be provided in both hard copy and electronic formats (PDF, AutoCAD).
