Purpose & Background

This RFI is for planning and market research purposes only, not a solicitation for proposals. The USMC requires an EO/IR optic capable of detecting, tracking, identifying, and laser designating aerial threats for the MADIS Family of Systems (FoS), supporting Counter Unmanned Aircraft System (C-UAS) operations. The MADIS FoS aims to provide an integrated air defense umbrella against UAS and fixed/rotary wing threats.

Requirements

PM GBAD seeks an EO/IR optic solution with capabilities for detection, tracking, and identification of Group 1-3 UAS (FW/RW) in all weather conditions, including on the move. Respondents should describe their optics solution across several key areas:

  • Design Considerations: Weight, power draw, assembly/disassembly, open standard design, gyro-stabilization, optical/digital zoom, modification ability.
  • Interoperability Considerations: Open architecture software design for C2 and agnostic sensor integration, utilization of industry/military standards.
  • Performance Considerations: Azimuth/elevation metrics, detection/recognition/identification ranges (EO/IR, day/night), slew-to-cue, internal navigation, video resolution/encoding, target tracking, auto-focus, automatic recognition, laser range finder/designator capabilities, PNT data ingestion.
  • Procurement Considerations: Estimated cost per system, availability, production, and delivery capacity.
  • Environmental / Safety Considerations: Protection from solar radiation, all-weather operation, fog mitigation, MIL-STD-810H, MIL-STD-461G, MIL-STD-464C compliance.
  • Logistics Considerations: Reliability, Availability, Maintainability (RAM) metrics, transport, ease of maintenance, troubleshooting, special tools, manpower, training, technical publications, spare parts, warranty, hazardous materials, sustainment plan.
  • Sustainment Considerations: Optic lifecycle plans.

Response Details

Vendors should submit an electronic technical submission (not more than 15 pages) and an executive summary (not more than 15 pages). Responses must include company information, point of contact, GSA contract number (if applicable), CAGE/DUNS, business size (under NAICS 333310), recommendations, facility clearance, small business subcontracting opportunities, commercial item status (FAR 2.101, DFARS PGI 212.102(a)), and data rights assertions (DFARS 252.227-7017).
