Quick Summary
The Department of Veterans Affairs (VA), specifically the VA Palo Alto Health Care System (VAPAHCS), is conducting market research through a Request for Information (RFI) for the installation of an updated Mental Health Unit Alarm System. This initiative aims to replace the existing Top Door Alarm Gen1 system with an anti-ligature overhead door alarm system to detect and notify caregivers of potential self-harm acts. This RFI is open to businesses of all sizes under NAICS 238990. Responses are due by February 20, 2026.
Purpose & Context
This Special Notice is for market research purposes only and does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP). The Government is not obligated to issue a solicitation or award a contract based on this RFI. The VA seeks to determine industry interest and capability for providing a comprehensive door detection and notification system.
Scope of Work
The project involves the removal of existing alarm systems and the delivery, installation, and retrofit of new anti-ligature overhead door alarm systems, such as the Door Controls USA Inc. Installation will cover 26 openings (replacement and new) in Building 520 of the VA Palo Alto Health Care System, located at 3801 Miranda Ave, Palo Alto, CA 94304. The contractor must adhere to VA SOP 138-24-14 for infection control and utility shutdown procedures, especially when working in an occupied mental health unit.
Key System Requirements
The alarm system must feature Top Door Presence Detection (photoelectric beams), provide visual and audible alerts (strobe/fixed light, hallway horn), include a room display panel at the nurse's station, support up to 72 doors per control panel, offer self-monitoring, event logging (365 days), a touch screen remote display, bypass options, and a local keyed reset switch. Equipment must be factory quality, and the contractor must provide a manufacturer material warranty and a one-year post-installation warranty.
