Purpose & Scope
This RFI, issued by the Air Force Life Cycle Management Center (AFLCMC/ESA), seeks industry input for a Multifunction Tactical Radar System (MTRS). The MTRS is critical for the Department of War's transformation vision, supporting expeditionary and agile joint forces by enabling launch and recovery of sorties from varied airbases in all weather conditions. The system must execute four primary missions simultaneously: (1) ATC surveillance, (2) Battle Management Command and Control (BMC2), (3) Unmanned Aircraft Systems (UAS) surveillance, and (4) Weather Sensing. Phase 1 of an existing Other Transaction Agreement (OTA) for MTRS concluded in February 2025, with Phase II ongoing until Q4 2026.
Key Requirements
The Air Force requires a highly configurable MTRS capable of performing the defined mission functions simultaneously. Key performance areas include:
- ATC Surveillance: Aircraft identification, separation, and sequencing.
- BMC2 Surveillance: Detection, identification, classification, and tracking of hostile aircraft.
- UAS Surveillance: Detection of Group 1, 2, and 3 UAS.
- Weather Sensing: Real-time Doppler weather information (NEXRAD Level II).
The system must be worldwide deployable, capable of rapid transport via military aircraft, ground, rail, sea, and helicopter sling load, with a setup time of no more than four hours by four technicians. It must operate in extreme environmental conditions (-54°C to +71°C, 5-100% humidity, blowing sand/dust, etc.) and meet specific reliability and maintainability targets (MTTR: <=30 min, MTBCF: >=3000 hrs).
Submission Details
Vendors are requested to provide potential MTRS solutions, preferably Commercial-Off-The-Shelf (COTS), that meet the stated criteria. Responses should address company expertise, capability to meet performance requirements, existing systems (with proposed modifications, TRL/MRL assessment), limitations, surveillance capabilities, electronic interference mitigation, data products/interfaces, plot/track reports, transportable design, scalability for alternative acquisition strategies, BMC2/UAS target identification, advantages/disadvantages (contested environments, agile deployment, AI/ML), open architecture compliance, and Rough Order Magnitude (ROM) cost and schedule. Include NAICS, Small Business Certifications, and indicate if a Non-Traditional Contractor or part of an OT Consortium.
