Quick Summary

The Department of Health and Human Services (HHS) / Administration for Children and Families (ACF) has issued a Request for Information (RFI) for market research. The purpose is to identify qualified GSA Schedule contractors capable of establishing a contract to rigorously test core components of Healthy Marriage and Relationship Education (HMRE) Programs. This RFI also seeks to determine if the requirement is suitable for a small business set-aside. Responses are due by May 8, 2026, at 3:00 PM EST.

Opportunity Details

  • Purpose: The ACF aims to establish a contract to test a prioritized subset of theorized core components of HMRE programs using a rigorous study design. The goal is to assess their impact on program implementation and participant outcomes, ultimately strengthening families and promoting child well-being. This RFI serves as market research to gauge industry capability and inform the acquisition strategy.
  • Anticipated Scope of Work: The future contractor will be responsible for finalizing study designs and conceptual models, developing data collection materials, recruiting and selecting study sites, and conducting rigorous impact studies. This includes active engagement with programs, developing an external communication plan, data analysis, collection, archiving, and producing interim and final reports.
  • Proposed Acquisition Strategy: An RFQ using GSA e-Buy.
  • Period of Performance: Anticipated to be one non-severable base period (15 months) and four non-severable option periods (18, 15, 15, and 13 months).
  • Place of Performance: Primarily the contractor's address, potentially involving multiple states and localities for study sites.

Submission Requirements

  • Due Date: Responses must be submitted by May 8, 2026, at 3:00 PM EST.
  • Submission Method: Via email to the Contract Specialist, Anuj Patel (anuj.patel@hhs.gov).
  • Format: Single-spaced, Times New Roman 11-point font, submitted as a PDF or Word document.
  • Content:
    • Table 1: Corporate Overview (max 2 pages): Include company name, GSA Schedule details, UEI, address, FTEs, website, small business status (with NAICS), approved purchasing system, and a point of contact.
    • Table 2: Corporate Experience (max 6 pages, up to three examples): Detail prior/current experience as a prime contractor within the last five years, similar in size and complexity to the Draft PWS, including information on impact study sites and sample size.
    • Questionnaire Responses (max 4 pages): Address experience related to HMRE, large-scale impact studies, identifying/testing core components, provide feedback on the Draft PWS, and recommend NAICS codes.
  • Exclusions: Do not submit proprietary information or pricing.

Important Notes

This RFI is for information and planning purposes only and does not constitute an RFQ. The Government does not intend to award a contract based solely on RFI responses. Not responding to this RFI does not preclude participation in any future solicitation.
