Quick Summary
The Indian Health Service (IHS), an agency within the U.S. Department of Health and Human Services (HHS), is issuing a Request for Information (RFI) to identify potential sources of office space available for lease from Federally Recognized Tribes. This RFI is a market research tool to gather information and does not constitute a solicitation. Responses are due by June 5, 2026, at 3:00 PM CST.
Purpose & Background
IHS needs additional office space due to an increase in in-person work and a shortfall in current General Services Administration (GSA) leases. The agency aims to address this need and support Tribal self-determination and economic development by identifying leasing opportunities directly with Federally Recognized Tribes. The RFI seeks to identify available space, gather information on facility capabilities and leasing terms, assess market conditions, and support future acquisition planning.
Eligibility
Responses are strictly limited to Federally Recognized Tribes or Tribal entities authorized to lease property.
General Space Requirements
IHS is interested in office space suitable for administrative and clinical support functions. Key requirements include:
- Compliance with applicable building codes, safety standards, and accessibility requirements (e.g., ABAAS).
- Availability of utilities (electricity, water, HVAC, telecommunications).
- Adequate parking for employees and visitors.
- Flexible rentable square footage.
- Clear availability timeline (existing or planned construction).
- Geographic location on or near Tribal lands is preferred.
Information Requested
Interested Tribes should provide:
- Tribal name and point of contact information.
- Location of the proposed facility (address and description).
- Description of available space (square footage, layout, condition, current use, readiness for occupancy).
- Details on utilities, infrastructure, code compliance, parking, and site access.
- Proposed lease terms (if available), including lease rate, duration, and included services (maintenance, security, janitorial).
- Supporting documents such as photos, floor plans, or site drawings.
Submission Instructions
Responses must be submitted electronically via email to the Lease Contracting Officer, Melissa D. Warmath, at melissa.warmath@ihs.gov.
- Submission Deadline: June 5, 2026, at 3:00 PM CST
- Questions Deadline: May 29, 2026, at 3:00 PM CST
