Purpose

Scope of Information Requested
Interested companies are requested to provide:

- Answers to specific questions detailed in the RFI document, including:
- Experience and capabilities in manufacturing, assembling, and testing shell and tube heat exchangers for helium gas water cooling, meeting ASME BPVC Section VIII and specific leak rate specifications (10-9 Torr-L/s).
- US manufacturing capabilities and compliance with FAR 25.101(a) for domestic end products.
- Rough Order of Magnitude (ROM) pricing and general fabrication/delivery schedules.
- Confirmation if the proposed product is a commercial product per FAR 2.101.
- SAM.gov registration status and Unique Entity Identification (UEI) Number.
Technical Requirements / Scope of Work
The future procurement will involve nine (9) new helium-water shell-and-tube heat exchangers to replace existing units at the Relativistic Heavy Ion Collider (RHIC) central helium refrigeration plant in Upton, NY. Key requirements include:
- Quantity: Nine (9) heat exchangers (four primary intercoolers, four primary aftercoolers, one smaller utility compressor aftercooler).
- Design: Shell-and-tube type, two-pass shell with longitudinal baffle (TEMA Type F), designed to minimize helium leakage (cross-stream leak rate must be zero, mass-spec leak checking to 10-9 Torr-L/s).
- Compliance: Engineered and fabricated to ASME BPVC Section VIII (U-stamped), ASME B31.3, ASTM A269, ASTM A312, TEMA Standards, AWS D1.1/D1.6, and ASME B30.26.
- Integration: New units must fit into existing locations and mate with existing plumbing (helium on tube-side, water on shell-side).
- Deliverables: Fabrication, delivery, preliminary and final design reviews, design documentation, engineering calculations, fabrication drawings, material certifications, test procedures, and compliance testing.
- Operational Parameters: Specific inlet pressures, temperatures, and flow rates for intercoolers (4.5 bar, 405 K to 305 K), primary aftercoolers (16.7 bar, 405 K to 305 K), and utility aftercooler (17 bar, 350 K to 308 K).
