The University of Arizona Applied Research Corporation (UA-ARC), in collaboration with Headquarters, Department of the Army, Military Intelligence, and U.S. Army Combat Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL), is conducting a market survey through this Request for Information (RFI). The purpose is to identify Agentic AI building and management platforms capable of deployment on Army classified networks (priority: JWICS, then SIPRNet/IL6, then IL5) and supporting edge/disconnected, intermittent, or limited bandwidth (DIL) users. Responses will inform future acquisition strategies and potential partnerships. Responses are due July 3, 2026.

Scope of Interest

The Army seeks platforms that enable intelligence analysts and staff to build, deploy, monitor, and govern AI agents. These agents must be capable of reasoning, retrieving information, and taking actions via tool and function calling within accredited classified environments. Solutions supporting edge and DIL users without persistent connectivity are also of high interest. Commercial, open-source, and Government-adapted solutions are all considered.

Requested Information

Respondents are asked to address specific questions across several categories:

  • Company and Product: Name, CAGE/UEI, business size, POC, product name/version, and notable Federal/DoD/IC customers.
  • Accreditation Status: Current ATO status (JWICS, SIPRNet/IL6, IL5), path to accreditation, and FedRAMP status.
  • Platform Capabilities: Agent authoring approaches, supported foundation models (with origin/ownership), tool/function calling, Retrieval Augmented Generation (RAG) over enterprise data, identity integration, audit logging, and guardrails.
  • Deployment: Minimum viable footprint for classified networks, software/model updates in air-gapped environments, and edge/DIL deployment options (hardware, specs, model performance, synchronization).
  • Pricing and Contract Vehicles: Pricing model, ROM pricing for 50-user pilot and 5,000-user enterprise deployment, and available contract vehicles.
  • Implementation: Typical timeline to initial operational capability and availability of cleared personnel.
  • Stretch Goal: Description-to-Graph Agent Generation (optional, with additional page allowance) covering current capability, validation, reliability, and roadmap.
