Request for Information (RFI)

This RFI is issued by the Program Executive Office (PEO) Soldier, Soldier Medical Devices (SMD) office in Frederick, Maryland. The government is conducting market research to determine if a commercial solution exists for a service and maintenance contract for specific Agilent laboratory equipment. This contract is intended to support the Global Field Medical Laboratories (GFML) for up to 5 years.

• Three (3) Agilent Microplate Washer 50TS
• Three (3) Agilent Gas Chromatograph (Model G3440A)
• Three (3) Agilent Mass Spectrometer (Model G3171A)

Services include sustainment, calibration, maintenance, equipment repair and scheduling, inventory management, shelf-life management, warranty management, equipment service-contract information, preventive maintenance and scheduling, and shipping.

• Responses are due no later than 15 days after the RFI publishing date.

• Submissions should be made electronically via email in Microsoft Word or Adobe PDF format.

• A cover page (1 page) is required, including Title, Organization, technical and administrative points of contact, and topic areas addressed.

• A "Specifications" section is required, which should include completion of "Attachment 2 Company & Product Information".

• This RFI is for information and planning purposes only and does not constitute a solicitation.

• Unsolicited proposals or offers will not be considered.

• Responses are not offers and will not be accepted to form a binding contract.

• Responders are responsible for all associated expenses.

• All information received will be handled as proprietary if marked.

• Responses will not be returned.

• Questions regarding the composition and requirements for a future RFP will not be entertained at this time.

Statement of Objectives (SOO)

To acquire a service agreement for three (3) Agilent Microplate Washer 50TS, three (3) Gas Chromatograph (Model G3440A), and three (3) Mass Spectrometer (Model G3171A) to provide sustainment support for the Global Field Medical Laboratories (GFML) for up to 5 years.

• Provide non-personal services including maintenance, equipment repair and scheduling, inventory, shelf-life management, warranty management, equipment service-contract information, preventive maintenance and scheduling, shipping, and management of the specified Agilent equipment.

• Preventative Maintenance and Annual Services: Perform services according to manufacturer specifications and institutional protocols, with a +/-5% deviation allowed in time intervals. A 12-month maintenance schedule with a +/-18 day allowance per device is required. Services must comply with safety regulatory standards, ensuring equipment meets manufacturer specifications, identifying and mitigating safety hazards, complying with federal, state, and local regulations (including OSHA and EPA), maintaining documentation, and recommending parts replacements or upgrades.

  • Inspection: Conduct comprehensive annual inspections within a 12-month period with a +/-18 day allowance. Inspect all components, clean internal/external parts, replace consumables/filters/seals as needed, document findings and corrective actions, and ensure services are performed by qualified personnel.
  • Testing: Validate instrument functions, performance standards, safety standards, and regulatory guidelines. Testing procedures must verify operational integrity, performance accuracy, and safety compliance. Utilize certified testing equipment and qualified personnel.
  • Replacements: Use only genuine or manufacturer-approved replacement parts. Ensure replacements meet Agilent's performance and compatibility standards. Document all replacements, service dates, and verification of restored functionality. Comply with safety regulations and include post-replacement testing and calibration.

• Repairs: Complete repairs in a timely manner to maintain performance and readiness. Establish a repair response schedule for standard and emergency repairs. Provide a 1-year warranty covering all parts and labor for repairs and services.

• Period of Performance: One (1) year beginning after contract award, with four (4) optional years.

• Place of Performance: Services will be performed on-site at the Global Field Medical Laboratory (GFML) located at Aberdeen Proving Grounds, MD. Local travel may be required. Long-distance travel within CONUS may be required and must be pre-approved.

• Technician's Report (including diagnostic readings, parts repaired/replaced, findings from inspection/testing, corrective actions, and verification of function).

• Cost breakdown for services or repair parts outside the contract scope.

• Contractor personnel must comply with local security requirements for entry/exit. SMD reserves the right to revoke access for violations of security guidelines or professional conduct. Visit Authorization Letters (VALs) and Visit Transmission Notifications (VTNs) are required for site access, with specific documentation requirements outlined.
