This RFI is issued by the Air Force Nuclear Weapon Center (AFNWC) Intercontinental Ballistic Missile (ICBM) Systems Directorate (SD) to conduct market research for Audio Visual (AV) / Video Teleconferencing (VTC) Lifecycle Information Technology (IT) Support (AV LIT). The government is seeking industry input on capabilities within a Special Access Program (SAP) environment and feedback on draft requirement documentation (PWS and Price Catalogue). The intent is to award a Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, primarily at Hill AFB.

The primary objective is to provide lifecycle sustainment for current and future VTC, AV, and IT hardware systems across ICBM Directorate Operating Locations in the Continental United States (CONUS). This includes comprehensive Consulting and Design Services for new and existing VTC/AV solutions, IT hardware installation, and end-to-end Maintenance Services (tier 3 support, decommissioning, lifecycle replacement). A Pricing Catalogue of pre-approved hardware and services will be used for procurement, though Task Orders may deviate.

• Capability Questions: The RFI seeks information on companies' experience with VTC/AV/IT in TS SAP spaces, top-secret facility security clearances, personnel clearances, ability to provide local presence at Hill AFB, support for multiple AFNWC locations, prime contractor experience, multi-class system experience, IT certifications, and authorized reseller status.

• Demographics/Business Information: Companies are asked to provide their demographics, teaming arrangements, financial capacity, and current contract vehicles (FSS/GWACs).

• PWS Feedback: Industry is requested to provide comments and suggestions on the attached PWS, specifically regarding room configurations, decommissioning/disposal best practices, service call response/resolution times, use of Government Purchase Cards, technician certifications, staffing requirements, and travel/location multiplier clarity.

• Pricing Catalogue Feedback: Input is requested on the Pricing Catalogue's content, formatting, clarity, and suggestions for volume discounts.

• Contract Admin Feedback: Feasibility of pricing labor under a 5-year base with five 1-year options as a fixed-price arrangement for a 10-year effort is sought.

• Responses must be UNCLASSIFIED and limited to 10 pages.

• A cover sheet with company information (Name, POC, Title, Email, Phone, Business Type/Size, CAGE, UEI, Facility Security Clearance) is required.

• Responses must be in Microsoft Word format (2007 or newer), 1-inch margins, 12-point font.

Performance Work Statement (PWS)

To provide lifecycle sustainment for current and future Audio Visual (AV), Video Teleconferencing (VTC), and Information Technology (IT) hardware (HW) systems for the Intercontinental Ballistic Missiles (ICBM) Directorate Operating Locations within the Continental United States (CONUS).

• Provide comprehensive Consulting and Design Services for new and existing VTC and AV solutions, and IT HW installation.

• Offer end-to-end Maintenance Services, including tier 3 support, decommissioning, and lifecycle replacement.

• Utilize an established Pricing Catalogue of pre-approved HW and standard conference room configurations for procurement and installation. Task Orders (TOs) may deviate from this catalogue.

• Ensure necessary security clearances and coordinate with ICBM personnel on security impact and cybersecurity compliance, including Risk Management Framework (RMF).

• Consulting and Design Services: Attend meetings, conduct site surveys, determine requirements, and provide an itemized list of components, costs, and schedules. Propose technical enhancements and solutions supporting Teams or other web-based conferencing.

• Maintenance Services: Provide ongoing maintenance including testing, repair, replacement, technical support, and installation support for 12 months post-installation. This includes:

  • Initial Warranty/Maintenance Services (12 months).
  • Preventive Maintenance Inspections (PMI): Two per system per year.
  • Request Tracking and Coordination: Respond to maintenance/service requests.
  • Service Calls: Tiered structure with defined response and resolution times (Minor: 1 B-Day, Major: 1 B-Day, Emergency: 4 Hours).

• Pricing Catalogue: Standardized list of services and equipment, categorized by complexity level (Standard/Small, Standard/Medium, Standard/Large Conference Room, Auditorium).

• Purchasing and Installation: Provide components based on approved designs. HW purchasing handled at TO level. Utilize existing equipment where possible. Submit equipment lists for Government review. Ensure industry-certified technicians perform implementation services.

• System Acceptance: Determined through joint review, comprehensive system validation, and Quality Control (QC) Checklist approval.

• Monitoring: Monitor systems for End of Life (EOL) notifications and removal from Approved Product List (APL).

• Primarily within the continental United States (CONUS).

• Specific locations and duration will be defined in individual Task Orders (TOs).

• Security: Highest classification requirement is TOP SECRET//SCI/SAP. Personnel must maintain TS/SCI/SAP clearance. Compliance with various DOD and Air Force security directives is mandatory.

• Staffing: Personnel must be able to understand, read, write, and speak English. Maintain required certifications and qualifications.

• Associate Contractor Agreements (ACAs): May be required for collaboration with other teammates.

• Hours of Operation: Typically 0600-1800, not exceeding 80 hours in a two-week period, unless otherwise notified. Services may be required outside normal duty hours for contingency plans or emergencies.

• Quality Control: Contractor must establish a written Quality Control Plan (QCP) and a complete Quality Control Program.

• Travel: May be required within CONUS, dependent on mission need and TO requirements. Must be pre-approved.

• Common Access Card (CAC): Required for all on-site contract personnel.

• Restricted Area Badges: Required for entry into controlled areas.

• Environmental Controls: Comply with applicable environmental laws and regulations.
