Purpose

VaCA is conducting market research to better understand industry capabilities, innovative approaches, and best practices for audit remediation, sustainment, and audit response support. This RFI aims to shape the acquisition strategy, refine technical requirements, evaluate small business opportunities, and support the development of a future solicitation for Audit Remediation Support Services. This is for informational and planning purposes only and does not constitute a solicitation or commitment to contract.

Scope of Work

The DIA requires support to remediate auditor-identified findings (e.g., Notices of Findings and Recommendations (NFRs)), develop and track corrective actions, improve audit response timeliness and quality, and sustain remediation to reduce recurrence across audit cycles. The scope includes enterprise-wide audit remediation and audit sustainment support, with performance expected to require on-site work in TS/SCI environments in accordance with DIA security requirements. A draft Statement of Objectives (SOO) outlines key objectives such as NFR remediation and closure, audit sustainment, audit liaison, process improvement, and secure on-site operations.

Key Information Requested

Respondents are encouraged to provide information on:

  • Corporate Capability and Relevant Experience: Including Federal financial statement audit remediation, NFR/CAP remediation, evidence quality, recurrence reduction, and experience in DoD/IC support with TS/SCI on-site performance.
  • Technical Approach: Covering NFR inventory management, root cause analysis, Corrective Action Plan (CAP)/Substantive Corrective Action Plan (SCAP) development/tracking, audit response timeliness, and process improvement.
  • Staffing and Clearance Sustainment: Models for BPA/call orders and strategies for TS/SCI clearance.
  • Contracting and Pricing Input: Recommended contract types, ordering vehicle approach, and BPA/call order structure.
  • Feedback: Comments and recommendations on the provided draft SOO.

Contract Details

The potential acquisition is for Audit Remediation Support Services using a Blanket Purchase Agreement (BPA). Funding for any future contract(s) will be subject to the availability of FY27 funding.

Responses are due by June 30, 2026, at 4:00 p.m. EST. Submissions must be sent via email with the subject line "RFI Response – Audit Remediation BPA" and are limited to 15 pages, excluding attachments. Small and large businesses are encouraged to respond. Offerors must have a UEI and be registered in SAM by the time of award.
