- Enterprise Test Infrastructure: Procurement, integration, and modernization of commercial test infrastructure, including networking, sensors, data collection, and test environments.
- Commercial Technology Integration & Sustainment: Full lifecycle support for commercial systems, encompassing integration services, sustainment, logistics, and technology refresh.
- Commercial Engineering & Technical Services: Application of industry practices for test capabilities, such as systems engineering, instructional systems development, and test support.
- Agile Execution & Program Support: Ability to provide Firm-Fixed-Price (FFP) proposals for complex integration tasks within compressed timelines (less than seven calendar days), alongside commercial best practices for program management.

Vendors are requested to address:
- Commerciality & Market Practices: Confirming if products/services are customarily used by the general public or non-governmental entities, offered competitively, and require only minor modifications for government use.
- Operational Agility: Describing internal processes for achieving rapid proposal turnaround (under seven days).
- Corporate Capabilities & Scope Coverage: Providing a Capability Matrix for full-scope fulfillment across the four functional areas and demonstrating prime experience for a single-award IDIQ of this nature. Vendors should indicate their intent to qualify for specific functional pools (Services-Heavy or Supply-Heavy) and bid as a Prime.

The contemplated ACTIS IDIQ is envisioned as a multiple-award vehicle with two distinct functional pools:
- Pool 1 (Services-Heavy): NAICS 541330 (Engineering Services), 541512 (Computer Systems Design Services), 541519 (Other Computer Related Services).
- Pool 2 (Supply-Heavy): NAICS 334519 (Other Measuring and Controlling Device Manufacturing), 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical Instrument Manufacturing), 334419 (Other Electronic Component Manufacturing), 332510 (Hardware Manufacturing). This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP).
