Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing project support services to the Defense Health Agency (DHA) Facilities Enterprise (FE) in Falls Church, VA. The objective is to furnish technical, supervisory, and administrative personnel to ensure the successful accomplishment of planning, design, construction, and initial outfitting & transition (IO&T) management for military medical facilities.

• Provide support services for Military Construction (MILCON) Projects, Unspecified Minor Military Construction (UMMC) Projects, Uniform Services University (USU) Design, and various special project management support.

• Offer medical constructability technical support and monitor the quality of work performed by construction agencies (e.g., NAVFAC, USACE).

• Advise DHA representatives on project coordination, issue resolution, and provide general and medical-specific technical advice.

• Provide on-call support for rapid response to high-priority issues.

• The PWS requires nine (9) Full Time Equivalents (FTEs) to be filled.

• A Quality Control Plan (QCP) must be submitted within 10 business days after contract award.

• Monthly progress reports are required by the 10th day of the following month.

• A staffing report with an overall fill rate of 95% is required.

• The PWS is for a 12-month base period with two (2) 12-month option years.

• Performance will be within DHA's area of responsibility under the NCR.

• Contractor personnel must not perform inherently governmental functions.

• Travel costs are limited to $10,000.00 for the base year and $10,000.00 for each option year, and must be approved in advance.

• Other Direct Costs (ODCs) must be included in the cost proposal and approved prior to acquisition.

• Strict adherence to information security, installation access, and personnel appearance/conduct requirements is mandatory.

• Compliance with Section 508 accessibility standards is required.

• Contractor manpower reporting is required via a secure data collection site (ECMRA).

This RFI is for market research to identify 8(a) Alaskan Native Corporations (ANC), Indian tribes, or Native Hawaiian Organizations with technical capabilities to provide service support assistance for the Defense Health Agency Facilities Enterprise (DHA FE) Project Support in Falls Church, VA. The DHA FE requires support for life-cycle project oversight in planning, design, construction, initial outfitting, transition, acceptance, closeout, and sustainment of medical facilities.

The government is seeking information on capabilities and expertise in:

• Facility management
• Project Support Services (PSS), including programming, planning, operational, and project development support.
• Life-cycle project oversight for design, construction, initial outfitting, transition, and sustainment of medical facility requirements.
• Tracking critical information, organizing materials, preparing briefings, facilitating workflow, leading meetings, and advising leadership on CONUS/OCONUS sites.
