Potential sites range from 170 to 3500 acres, located both inside and outside the installation fence line.

Lease Structure & Requirements

This RFI pertains to a potential EUL under Title 10 USC Section 2667. The Government will receive cash and/or in-kind consideration (IKC) equivalent to the Fair Market Value (FMV) of the leased land; no financial assistance or guarantees will be provided by the Government.

Respondents must provide:

  • Team description, business details, and points of contact.
  • Preferred location and acreage requirements.
  • Detailed proposed concept, including development type, square footage, and for housing components: unit mix, target demographic, rental rates, and amenities.
  • Financing structure and sources.
  • Relevant experience, evidence of market demand, and a notional project timeline.
  • Proposed consideration to the Government (cash/IKC).
  • Feedback on potential barriers/obstacles (e.g., utilities, environmental, regulatory).
  • Approach to community engagement and potential teaming arrangements.
  • If not financially viable without Government contributions, identify the funding gap and potential solutions.
