• General Ledger (GL) management, including transaction validation and reconciliation.

• Journal Voucher (JV) support.

• Asset accounting, including maintenance of records for real property, equipment, software, and leases, as well as depreciation and amortization.

• Contract Line-Item Number (CLIN) reconciliation and contract accounting analysis.

• Fund Balance with Treasury (FBwT) reconciliation and reporting.

• Support for monthly, quarterly, and annual financial reporting, including the preparation of financial statements and the Agency Financial Report (AFR).

• Validation and documentation of transactions within the FACTS system.

• Support for internal and external audits.

• The contract will have one 12-month base period with four 12-month option periods.

• The primary place of performance is DIA Headquarters, Washington, D.C. Work is expected to be performed on-site.

• Contractor personnel must possess a Top Secret (TS) with Sensitive Compartmented Information (SCI) facility security clearance.

• The contractor must comply with applicable Federal and Department of Defense (DoD) financial management standards, regulations, and guidance.

• Travel is expected to be minimal, primarily local within the National Capital Region.

• Staffing and Clearance Approach, including ability to recruit and retain personnel with required clearances for classified environments.

• Transition and Continuity plans.

• Contracting and Pricing Input, including recommended contract type, ordering vehicle, and Rough Order of Magnitude (ROM) estimates.

• Performance Standards / Metrics and recommended surveillance methods.

• Risks and Recommendations.

• Feedback on the draft Statement of Work (SOW) provided as an attachment.

• Organizational Information (address, POC, UEI, CAGE, etc.).

• Response Due Date: June 30, 2026, at 4:00 p.m. EST.
