Quick Summary

The Naval Air Systems Command (NAVAIR), through PMA-263, conducted market research via a Request for Information (RFI) for a Tactical Resupply Unmanned Aircraft System (TRUAS) solution. This RFI sought a small to medium-sized Vertical Takeoff and Landing (VTOL) system for United States Marine Corps logistics support in Expeditionary Advanced Base Operations (EABO) and Distributed Maritime Operations (DMO).

RFI responses are no longer being accepted. The Government is now considering utilizing the Naval Air Systems Consortium (NASC) to potentially award one or more Other Transaction Agreements (OTAs) in FY2026. An update on this effort will be briefed at the NASC Membership Meeting on June 25, 2026, which is limited to NASC members.

Purpose

This RFI was for informational purposes only, serving as a market research tool to identify potential sources capable of delivering a TRUAS solution. It was not a request for proposal, and the Government is not obligated to pay for information received.

Scope of Work

The TRUAS solution must meet Top Level Requirements (TLR) for the USMC, focusing on small unit logistics support across the last tactical mile. Key capabilities include:

  • Payload: 100 lbs for 40 NM radius; 150 lbs for 10 NM.
  • VTOL: Vertical Take-off and Landing.
  • Speed: Minimum 100 knots Indicated Airspeed (IAS).
  • Endurance: Combat radius 40 NM outbound + 40 NM return.
  • Autonomy: Low-altitude flight, obstacle avoidance, sense-and-avoid, programmable missions, autonomous cargo delivery.
  • Cyber Survivability: FIPS 140-3 Level 2 compliant encryption.
  • Control: Single operator for up to four systems; compatible with USMC Unmanned Common Controller (UCC) and MAGTF Agile Network Gateway Link (MANGL).
  • Deployment: Shipboard compatible, containerized for JLTV transport, four-person lift, fully loaded container not exceeding 150 lbs, rapid deployability within 15 minutes.
  • Communications: Beyond-Line-of-Sight (BLOS) with autonomous reroute.
  • Regulatory Compliance: NDAA of 2024.

Contract & Timeline

  • Type: Sources Sought / Market Research (RFI)
  • Anticipated Award Vehicle: Other Transaction Agreement (OTA) pursuant to 10 U.S.C. 4022, potentially through NASC.
  • Anticipated Award Fiscal Year: FY2026.
  • RFI Response Status: Closed (responses were due November 28, 2025).
  • NASC Briefing Date: June 25, 2026 (for NASC members).
  • Published: May 29, 2026 (latest update).

Eligibility / Set-Aside

No specific set-aside was designated for this RFI. Respondents were asked to indicate their business status (e.g., Small Business, 8(a), HUB Zone, Service-Disabled Veteran-Owned Small Business, Non-Traditional Defense Contractor) for market research purposes.

Additional Notes

This RFI was for market research only and does not constitute a solicitation. Failure to submit a response does not prevent future participation in the TRUAS program. The Government is not accepting additional RFI responses or questions at this time. Interested parties should visit nascsolutions.org for information on NASC membership and the TRUAS solution briefing.
