Scope of Work
The requirement encompasses all project management, design, engineering, procurement, logistics, construction, installation, and testing necessary to deliver a fully functional and accredited SCIF. Key aspects include enhanced physical security, acoustic sound mitigation, construction security and surveillance, secure procurement and shipping of materials, and the installation of automated access control, intrusion detection, and CCTV systems. The project culminates in a successful System Operation and Verification Test (SOVT). This is specifically a retrofit of an interior room or space.
Information Requested
The Government seeks insights on:
- Corporate experience, personnel certifications, and management processes.
- Critical challenges overcome in past ICD 705 accredited facility projects.
- Resolution of logistical or regulatory challenges on OCONUS construction projects, particularly in the UK.
- Project management methodology, including the use of PMPs and licensed PEs/RAs, for adherence to ICD 705 and Risk Management Framework (RMF).
- Integration of Construction Security Plans (CSP) and secure supply chains.
- Availability on GSA schedules or other DoW contract vehicles.
Required Experience & Capabilities
Responders must demonstrate recent experience (within the last seven years) in:
- Turnkey design-build of ICD 705 compliant SCIF/SAPF facilities with successful government accreditation.
- Designing and installing physical and electronic security systems for federal agencies at OCONUS locations.
- Knowledge of Unified Facilities Criteria (UFC), specifically UFC 4-010-05 (SCIF Construction) and UFC 4-021-02 (Electronic Security Systems).
- Civil engineering and prime contractor experience managing infrastructure modifications for SCIFs.
- Developing comprehensive construction and security documentation.
- Managing secure supply chains for OCONUS projects, including construction surveillance.
- Staff with professional certifications (PMP, RA, PE, OEM-certified technicians).
- Implementing DoD cybersecurity requirements (DISA STIGs), RMF process, and DoDD 8140.01/8570.01-M IAT Level II personnel.
- A corporate quality management system certified under ISO 9001 or equivalent.
- A mandatory Top Secret Facility Clearance for the prime contractor.
