• Scope of Effort: The effort involves the renovation and secure fit-out of existing interior office space into an ICD 705-compliant SCIF. Modifications and/or rerouting of supporting systems within the work center to meet IC Technical Specifications for ICD/ICS 705 are anticipated.
• Facility Clearance (FCL): The requirement for a Top Secret FCL for the prime contractor is confirmed. The government states that if the construction contractor is the prime, they will require an FCL. A Government Contracting Authority (GCA) or a currently cleared contractor may sponsor an entity for an FCL during the contracting lifecycle.
• Access Control and Video Surveillance: The document clarifies that while not explicitly stated as FICAM compliant in the RFI, all systems and sub-systems penetrating or terminating the perimeter of the work center must be compliant with IC Tech Specs for ICD/ICS 705. Deviations require authorization from the Accrediting Official (AO).

Request for Information (RFI)

This RFI seeks information from U.S. vendors regarding their capabilities to provide a complete, turnkey design-build solution for an office space at Royal Air Force (RAF) Mildenhall, United Kingdom. The facility must be compliant with USAF, Department of War (DoW), and Intelligence Community Directive (ICD) 705 standards for a Sensitive Compartmented Information Facility (SCIF).

The requirement includes project management, design, engineering, procurement, logistics, construction, installation, and testing. Key aspects involve enhanced physical security, acoustic mitigation, construction security, secure material procurement and shipping, and the installation of automated access control, intrusion detection, and CCTV systems, culminating in a System Operation and Verification Test (SOVT).

Vendors are asked to provide insights on:

• Overcoming critical challenges in past ICD 705 accredited facility projects, highlighting team certifications and processes.
• Resolving logistical or regulatory challenges on past OCONUS construction projects, particularly in the UK.
• How their project management methodology (using PMPs, PEs/RAs) ensures adherence to ICD 705 and Risk Management Framework (RMF) requirements.
• Integration of Construction Security Plans (CSP) and secure supply chains into project management.
• Availability on GSA schedules or other DoW contract vehicles.

Responders should demonstrate recent experience (within 7 years) in:

• Turnkey design-build of ICD 705 compliant SCIFs/SAPFs.

• Designing and installing physical and electronic security systems for federal agencies OCONUS.

• Knowledge of Unified Facilities Criteria (UFC), specifically SCIF construction and electronic security systems.

• Civil engineering and prime contractor experience managing infrastructure modifications for SCIFs.

• Developing construction and security documentation (as-builts, CSPs, test plans).

• Managing secure supply chains for OCONUS projects.

• Staff with relevant professional certifications (PMP, RA, PE, OEM technicians).

• Implementing DoD cybersecurity requirements (STIGs, RMF process, IAT Level II personnel).

• Corporate quality management system (ISO 9001 or equivalent).

• A mandatory Top Secret Facility Clearance.
