Quick Summary

The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is conducting market research via a Request for Information (RFI) to identify capable sources for a Commercial-Off-The-Shelf (COTS) Enterprise Governance, Data Tagging, and Records Management Solution for its extensive Microsoft 365 (M365) environment. Responses are due by April 28, 2026, 4:00 PM Arizona Time.

Purpose & Scope

The Army requires a mature, scalable, vendor-supported technical solution to enforce policy, automate administrative tasks, and empower a delegated administration model across its Major Commands (MACOMs) within one of the world's largest and most complex M365 environments. The solution must seamlessly integrate with and enhance native M365 capabilities.

Key functional areas include:

  • Enterprise Governance and Administration: Hierarchical Role-Based Access Control (RBAC) and delegated administration for SharePoint Online (SPO), Teams, and Power Platform assets.
  • Data Sensitivity and Security: Automated application of sensitivity and retention labels, oversharing remediation, and data loss prevention.
  • Automated Records Management: Full records lifecycle management compliant with Army and National Archives and Records Administration (NARA) standards.
  • SharePoint (SPO) & Teams Management: Automated workspace lifecycle management from self-service creation to archival.
  • Storage Management & Optimization: Identification and remediation of Redundant, Obsolete, and Trivial (ROT) data.
  • Cloud Backup and Restore: High-fidelity backup and restore for Exchange, SPO, OneDrive, and Teams.

Information Requested

Respondents must address specific questions in their capability statements, covering:

  • Corporate Information: Company details, CAGE Code, UEI, business size, federal contract experience, and subcontracting plans.
  • Solution Overview: Solution name, description, architecture (SaaS, on-premises, hybrid), federal security compliance (FedRAMP, Azure Government Cloud DoD IL5), and commercial availability duration.
  • Capability & Technical Questions: Detailed responses on integration (MS Purview, SharePoint Online), required permissions, log handling, reporting, administrative roles, vendor access to Army data, AI/ML usage, API call volume, CAC/PIV support, data storage locations, NARA retention compliance, backup capabilities, and administrative actions.
