Purpose & Scope

This RFI aims to understand commercial capabilities for secure, resilient, and agile connectivity solutions for the MAF fleet. The effort envisions an incremental acquisition approach to field, certify, and scale common connectivity requirements across multiple aircraft platforms (e.g., C-5, C-17, C-130, KC-46, KC-135). Key increments include:

  • Increment 1: Hybrid SATCOM (HST) prototyping and development of government-owned Technical Data Packages (TDPs).
  • Increment 2: NIPR/SIPR connectivity prototyping.
  • Increment 3: Next-generation DAFBN integration and production installations.
  • Increment 4: Emerging connectivity requirements, long-term training, and sustainment. The scope includes production of A-Kits, B-Kits, support equipment, shipping, aircraft installation/modification, spare parts, sustainment, engineering (NRE), and training services.

Information Requested from Industry

Respondents are requested to submit a 5-page white paper and complete the RFI Response Spreadsheet (Attachment 1). The white paper should address:

  • Corporate Capability & Experience: Enterprise-level connectivity programs, TDP generation, technical/data validation, data rights strategies, integration, and sustainment.
  • Technical Capability: Prototyping, integration, and sustainment of secure connectivity solutions, supporting open architectures.
  • Technical Approach & Validation: Methods for ensuring technical data availability for TDPs, validating system performance, integrating commercial systems, and supporting future updates/cybersecurity.
  • Data Rights & Sustainment Strategy: Approaches to managing technical data and Intellectual Property (IP), providing/maintaining TDPs, and enabling agile modernization. Preference is for data with no limitations on use.
  • Training Approach & Support: Recommended methods for developing and delivering training for installation, operation, administration, and sustainment.
