Purpose & Scope

This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue one. The Government is seeking to identify prime contractors with expertise in algorithm management, higher integration, and orchestration functions for architecture oversight. This includes understanding algorithm invocation and workflows for processing geospatial imagery, and integrating algorithm marketplace systems with existing complex geospatial processing capabilities.

Key Areas of Interest

Respondents are requested to provide a capability statement (maximum 20 pages) addressing the following areas:

  • GEOINT AI/ML Algorithm Orchestration Framework: Experience with modular design, open architecture, integrating/testing/hosting advanced algorithms, data cataloging for GEOINT exploitation, and automated tasking/workflow management.
  • GEOINT AI/ML Exploitation Applications: Specific experience with electro-optical (EO) and synthetic aperture radar (SAR) imagery exploitation, Automatic Target Recognition (ATR), 3D/4D data generation, and synthetic target insertion using AI/ML.
  • GEOINT AI/ML Algorithm Storefront & Repository Integration: Familiarity with cloud-based hosting (e.g., Amazon Web Services, DAF Cloudworks) for GEOINT products/applications, including DoD security accreditation.
  • Test Support Capacity: Technical support for software integration into on-premise hardware and cloud environments, including travel support for monthly Agile software release cycles at CONUS locations.
  • Digital Interface Capabilities: Experience with standards such as MIL-STD-1760 or Built-In-Test (BIT) functionalities.
  • Modular Design Attributes and Open Architecture: Details on approaches and the benefits they provide.
  • Teaming Arrangements or Integration Partners: Information on joint ventures or partnerships that enhance project success.
  • Production Capacity and Scale-Up Timeline Estimates: For large-scale machine learning imagery processing on government hardware.
  • Ability to Obtain/Maintain Clearances: Company processes and estimated timeframes for obtaining necessary security clearances.

This RFI does not commit the Government to contract for any service, nor will it pay for any information or administrative costs incurred in response. Not responding to this RFI does not preclude participation in any future RFP, if one is issued. Only prime contractors should submit capability statements, but they may include information provided by their subcontractors.
