Quick Summary

The Department of the Army, under the Department of Defense, has issued a Request for Information (RFI) for Ground Combat Vehicle Production. This RFI seeks innovative industry solutions for the rapid design, production, and delivery of ground combat vehicles, aiming to modernize defense acquisitions by prioritizing speed and commercial practices. Responses are due by March 19, 2026, at 1700 EST.

Purpose & Key Areas of Interest

The U.S. Government (USG) is exploring approaches to quickly and flexibly produce tracked combat vehicles. Key areas of interest for industry input include:

  • Rapid and Scalable Production: Leveraging existing capabilities, managing demand fluctuations, and accessing secure production facilities (ICD 705 compliant). Experience with heavy combat vehicle production and related logistics is sought.
  • Modern Manufacturing Practices: Application of digital manufacturing, digital engineering, automation, Modular Open Systems Approach (MOSA), and advanced supply chain management to accelerate production and reduce costs.
  • Supply Chain and Industrial Base: Strategies for managing low-volume components, ensuring supply chain resilience, and leveraging the broader American industrial base.
  • Flexibility and Adaptability: Approaches to accommodate evolving requirements, technology upgrades, and changes in demand, including flexible production facilities and processes.
  • Data, Software, and Data Rights: Architectural and business strategies to enable the USG and third parties to develop, integrate, maintain, and replace system components and software independently, with a focus on MOSA compliance.
  • Agreement and Contracting Mechanisms: Recommended contracting mechanisms for rapid, flexible, and collaborative development and production.

Assumptions for this RFI

  • Systems are assumed to be 40-80 ton tracked combat vehicles.
  • The USG may produce approximately 10 prototype vehicles starting FY27, with a lead time no greater than 24 months.
  • Continuous production of up to 2,500 vehicles per year is anticipated.

Submission Instructions

  • Responses are due by 1700 EST on March 19, 2026.
  • Submit electronically in Microsoft Word, Excel, or Adobe Acrobat format.
  • Email responses to darnell.jennings.civ@army.mil with the subject line: "COMBAT VEHICLE PRODUCTION RFI Response – [Responders Name]".
