This RFI seeks industry feedback on a draft Commercial Solutions Opening (CSO) framework and input for a potential inaugural "Call" for proposals. The "Call" is focused on modernizing the Defense Stockpile Management System (DSMS), a critical legacy enterprise system responsible for U.S. nuclear stockpile logistics, management, and data tracking. The goal is to develop an innovative, secure, and user-friendly solution to improve data accuracy, enhance predictive analytics, and streamline processes.

This is an RFI only; responses do not commit the government to a contract and are voluntary. Feedback is requested on:

Part 1: Draft DTRA CSO Framework

• Clarity and definition of the two-step evaluation process.
• Accuracy and clarity of the five technical topic areas (Areas of Interest).
• Accessibility of the CSO structure for commercial and non-traditional contractors.
• Recommendations for improving CSO effectiveness and industry participation.
• Concerns regarding the competitive process without a common performance work statement for evaluation.

Part 2: Potential First Call – DSMS Modernization

• Recommended acquisition strategy (comprehensive "end-to-end" vs. modular capabilities).

• Leading commercial best practices and architectural approaches for modernizing legacy systems.

• Innovative commercial products/services for logistics, data analytics, and user experience.

• Strategies for ensuring continuity of the current DSMS during modernization.

• Challenges and strategies for data migration.

• Suitable security architectures and cross-domain solutions.

• Considerations for Firm-Fixed-Price (FFP) or Fixed-Price-Incentive (FPIF) contract types.

• Format: White paper in Microsoft Word or Adobe PDF.

Solicitation / RFP / RFQ

This document is an umbrella solicitation for a Commercial Solutions Opening (CSO) authorized by 10 USC 3458 and DFARS 212.70. The Defense Threat Reduction Agency (DTRA) intends to competitively award contracts for innovative commercial items, technologies, and services that fulfill requirements, close capability gaps, or provide potential technology advancements. Solutions may include existing technologies or procedures applied in new ways to enhance DTRA's mission capabilities. This CSO is "Closed" and "with Calls," meaning it is not requesting proposals at this time, but will issue specific "Calls" for proposals in the future. The CSO will remain open indefinitely with annual updates until terminated.

The CSO outlines several Areas of Interest for innovative solutions:

• Research and Development (RD): Advanced Diagnostics and Sensing, Data Science and AI, Protection and Hazard Mitigation, Basic and Applied Sciences related to CBRN threats.

• Nuclear Enterprise Support (NE): Solutions for a safe, secure, and reliable strategic deterrent, including Nuclear Surety and Mission Assurance, Stockpile Stewardship and Management, and Hardened and Survivable Systems.

• Global Threat Reduction (GT): Technologies, services, and methodologies to prevent, reduce, and eliminate CBRN threats globally, including Cooperative Threat Reduction, Nonproliferation and Arms Control, and Partner Nation Capacity Building.

• Operations and Combat Support (J3/5/8 & CZ): Direct support to the Joint Force in countering WMD and improvised threats, including CWMD Operational Planning and Execution, Threat Assessment and Technical Reachback, Counter-Improvised Threat Technologies, and Warfighter Capability Development.

• C4 Systems and Enterprise Modernization (J6): Modernizing and securing DTRA's information systems and enterprise architecture, including Secure C4I Systems, Enterprise-Wide Data Integration, and Agile and Secure Software Development.

• Awards will be FAR Part 12 contracts if deemed in the Government's best interest.

• The Government reserves the right to award all, part, or none of the proposals received.

• Any resultant award has the potential for an increase in value and level of effort.

• Calls issued under this CSO will utilize a two-step process:

  1. Submission of a white paper and/or proposal for evaluation.
  2. Invitation to submit a full proposal for those selected from Phase I.

• Offerors must be registered in the System for Award Management (SAM) and be considered responsible within the meaning of FAR Part 9.1.

• Proprietary, classified, confidential, or sensitive information should not be included in responses.

• Small businesses looking to contract with the DoD must demonstrate the ability to safeguard systems and data, potentially meeting Cybersecurity Maturity Model Certification (CMMC) requirements.

• Project Spectrum is a free platform to assist small businesses with CMMC certification, cybersecurity awareness, and risk management.

• Nontraditional Defense Contractors are defined and included.

• Potential offerors are responsible for monitoring SAM.gov for future Calls.

• The Government is not obligated to make any awards under this CSO or any Calls.

• All awards are subject to the availability of funds and successful negotiations.

• Specific pricing requirements will be stated in CSO Calls.

• Written, post-award debriefings will be conducted upon request.
