Quick Summary

The Army Contracting Command–Aberdeen Proving Ground (ACC-APG), on behalf of the Defense Commissary Agency (DeCA), has issued a Request for Information (RFI) to identify industry capabilities for Planograming (POG) Software. This RFI aims to gather market research for a comprehensive planning and POG management solution to optimize product assortments across DeCA's 235 global stores. Responses are due by May 28, 2026, at 12:00 PM Eastern.

Purpose and Background

DeCA operates 235 commissaries globally, providing grocery items to U.S. uniformed services. Its Category Management team currently faces significant manual workload in building and maintaining product assortments, complicated by each store's unique layout. DeCA seeks a POG software solution that leverages advanced analytics, real-time data integration, and scalable automation to enhance efficiency, optimize store space, inventory, and on-shelf availability, ultimately driving sales and customer satisfaction.

Requested Information

Interested parties are requested to submit a capability statement (not exceeding 20 pages) addressing their ability to meet performance objectives, including:

  • Experience: Years in business, government experience, and commercial market presence.
  • Assortment Planning: Ability to plan by Country, Region, Cluster, Planogram, or Store within one view.
  • Automated POG Creation: Tailoring store-specific planograms, automatic item location generation, support for extended merchandising, scalable production, CAD drawing ingestion, copy/paste functionality, integrated database, FMCG brand compliance, and near real-time data updates.
  • Compliance Tracking: Methods for POG validation, store-level feedback, and HQ agency-wide reporting.
  • Fixture Management: Ability to manage and build customized fixture types.
  • 3D Viewing & Optimization: For store layouts, POGs, and facings.
  • Collaboration: Sharing POGs with suppliers, including import/export.
  • Lifecycle Management: Auditing, traceability, and configurable roles/rights for POGs and floor plans.
  • Analytics & Reporting: Customizable print configurations, dashboard reporting, and dynamic ad hoc reports.
  • APIs: For importing, exporting, and analytics extraction.
  • Integration: Seamless, real-time integration with DeCA's current (Ordering & Receiving, Sales Movement) and future (SAP Oracle) environments.
