Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire on-site contractor technical and program management support services for the U.S. Coast Guard (USCG) Headquarters Office of Specialized Capabilities (CG-721). The goal is to assist and advance the USCG's Countering Weapons of Mass Destruction (CWMD) General programs, enhancing capabilities and execution of mission requirements to sustain national security against Chemical, Biological, Radiological, and Nuclear (CBRN) threats and Weapons of Mass Destruction (WMD).

• Provide comprehensive administrative, analytical, and technical support.

• Support revision and changes of program manuals, policies, techniques, tactics, and procedures (TTPs) aligned with Force Design 2028 and USCG Strategies.

• Support includes event planning, coordination, technical analysis, program planning, and preparation/review of correspondence and lecture materials.

• Support the USCG's role as the lead federal agency in the maritime domain for strategy, policy, and doctrine development related to CBRN/WMD contaminated environments.

• Identify gaps, operational requirements, quantify detection systems and protective equipment needs, evaluate potential solutions, develop policy, assess readiness, and determine balanced measures to protect USCG personnel and the public.

Request for Information (RFI)

This RFI is issued by the U.S. Coast Guard (USCG) for market research to identify capable sources for on-site contractor technical and program management support services for the USCG Headquarters Office of Specialized Capabilities (CG-721). The goal is to understand industry capabilities and interest in supporting the Countering Weapons of Mass Destruction (CWMD/CBRN) programs.

The contractor will provide comprehensive administrative, analytical, and technical support to enhance the USCG's CWMD program. Key areas include:

• Program management for complex, multi-stakeholder government programs.
• Subject matter expertise (SME) in CBRN and CWMD mission areas.
• Development, maintenance, and revision of policy, doctrine, tactics, techniques, and procedures (TTPs).
• Data management and analytics for readiness assessments and equipment tracking.
• Support for interagency coordination, joint reporting, and strategic planning.
• Revision of program manuals, policies, and TTPs to align with Force Design 2028 and USCG strategies.

Specific support areas include:

• Managing working groups, policy conferences, and training events.
• Developing, proofreading, and formatting official USCG documents.
• Maintaining electronic libraries (unclassified and classified) and SharePoint sites for CBRN/CWMD materials.
• Researching and analyzing existing capabilities and doctrine, recommending new doctrine.
• Supporting the development, revision, validation, and test & evaluation (T&E) of multiple TTPs (e.g., Decontamination, CBRN Initial Response Operations, Maritime Radiation Detection, Surface Ship Survivability).
• Updating USCG CBRN Program Instructions and training appendices.
• Conducting annual inspections and assessments for readiness.
• Providing Radiological/Nuclear (Rad/Nuc) SME support for requirements documents and logistics plans.
• Supporting interagency and cross-functional coordination (e.g., Chemical Coordination Group, Bio surveillance, National Response Team).
• Providing training and exercise support, including for CBRN PPE and education electives.
• Supporting risk management and strategic planning.

This RFI is for market research only and is not a request for proposals. Submission of information is voluntary. The Government will not pay for any costs incurred.
