Request for Information (RFI) for the Annual Fee-For-Service Flu Clinic Services

The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is seeking capability statements from all interested parties for the purposes of providing vaccinations at the following NASA Center locations: Columbia Scientific Balloon Facility (CSBF) in Palestine, Texas; Goddard Space Flight Center (GSFC) in Greenbelt, Maryland; Goddard Institute for Space Studies (GISS) in New York, New York; Katherine Johnson Independent Verification and Validation Facility (IV&V) in Fairmont, West Virginia; White Sands Test Facility in Las Cruces, New Mexico; and the Wallops Flight Facility (WFF) in Wallops Island, Virginia. NASA-GSFC is contemplating awarding one or more non-reimbursable Space Act Agreements to provide vaccinations at the above identified locations.

The purpose of this Request for Information (RFI) is to provide viable, economical alternatives for providing vaccinations for civil servants and contractor personnel at the specified NASA locations during the 2019 - 2024 Influenza (Flu) Seasons. The required services shall consist of an annual influenza clinic with the option for procurement of other common vaccinations if requested by employees (e.g., Shingles, Pneumococcal, Measles, Mumps, Rubella (MMR) booster and Tetanus, Diphtheria, Pertussis (TDAP)). The required service can be provided onsite using existing Center resources, offsite at the vendor's local location in close proximity to the NASA Center, or via an on-site mobile clinic and must be discussed as a part of your response to the RFI.

There are approximately 9,500 badged employees located at GSFC in Greenbelt, MD; 1,100 badged employees at Wallops, Wallops Island, VA; 265 badged employees at Fairmont, WV; 147 badged employees at GISS in New York, NY; 457 badged employees at Las Cruces, NM; and 5 badged employees located at Palestine, TX. The number of employees at each location are inclusive of both civil servants and contractor personnel. NASA GSFC does not guarantee the number of civil servants or contractors who will utilize contractor services.

The vendors will be solely responsible for providing all labor, equipment, and supplies and for collecting and managing all fees for services to include processing employee insurance coverage and or any other accepted payment options.

NASA GSFC anticipates entering into a Non-Reimbursable Space Act Agreement with the selected vendor(s) to allow the vendor(s) to provide onsite, offsite, or mobile capabilities for each specified location listed above. NASA GSFC will not pay or reimburse the vendor for any costs associated with these services. Vendors must include a cost estimate of each vaccine to include any required fees in response to this RFI.

This document is a Request for Information for planning purposes only and is to allow industry the opportunity to submit responses describing their relevant capabilities for the NASA GSFC non-occupational medical services requirements. While it is not NASA's intent to publicly disclose any proprietary information obtained from this request, respondents should make best efforts to limit the inclusion of proprietary information in its response. Information expressly identified or marked by a respondent as "Proprietary or Confidential" will be kept confidential to the full extent possible pursuant to the Trade Secrets Act (18 U.S.C. § 1905), Freedom of Information Act (5 U.S.C. 552 et seq.) and other applicable federal laws and regulations. It is emphasized that this RFI is NOT to be construed as a commitment by the Government to enter into a contractual or other form of agreement, nor will the government pay for information solicited.

No solicitation exists; therefore, do not request a copy of the solicitation. Interested offerors having the required specialized expertise to meet the requirement should submit a statement of 7 pages or less indicating the ability to perform the functions. The submittal shall include the following information, but not limited to: a capability statement; information about current or previous similar work and if the work was conducted in a government facility; how many employees were supported (civil servant or contractor); vendor's capability to provide this service at each specified location listed above to include the following information:

   i. Method for administering flu clinic (e.g., onsite, offsite, mobile etc.).
   ii. Method for scheduling onsite flu clinic (e.g., electronic scheduling tool, telephonic, etc.).
   iii. List offsite locations and proximity to each GSFC location above (If offsite locations do not exist, notate).
   iv. Method for administering flu clinic during peak season.
   v. Items required from patient prior to vaccination (e.g., screening questionnaire, consent form, etc.)
   vi. Method for collection of insurance and/or other payment options (list all acceptable payment options).
   vii. Required guaranteed minimum for participation.

    Indicate any potential concerns or risks that you have encountered or foresee.

All responses shall include Company Name, Company POC(s), phone number(s), and email address. This information shall be included for any potential partners.
