Request for Information (RFI)

This RFI is issued by the U.S. Government to conduct market research and identify potential sources capable of repairing the F-15 Advanced Display Core Processor (ADCP) and the F-15 Digital Mapping System (DMS). The ADCP processes target data and displays aircraft sensory information and weapon capabilities. The DMS comprises a Digital Map Processor (DMP), Mission Cartridge (MC), and Theater Cartridge (TC) for processing and storing map and theater data.

• The government is seeking repair services for the ADCP and DMS components.

• The government does not own or have access to the necessary repair data or rights.

• The items are military-unique and must meet stringent Honeywell drawing specifications (2118952 Rev C for ADCP, 8523307-901 for DMS) for form, fit, function, and interface.

• Commercial items are not expected to satisfy these unique requirements.

• Contractors must furnish all material, support equipment, tools, test equipment, and services.

• Contractor-furnished material must equal or exceed the quality of original parts.

• The repair services strategy is a five-year contract, with a basic year plus four ordering periods.

• The contract is expected to continue into fiscal year FY32.

• Projected quantities: 20 ADCP, 60 DMP, 10 MC, and 10 TC.

• Repairs are needed to support current quarterly demand rates for field-level demand only.

• This is a market research survey, not a proposal request. Responses will be treated as information only.

• Interested contractors should provide documentation supporting their capability to meet the requirements.

• Contractors should identify any areas of work suitable for Small Business set-asides.

• Joint ventures or teaming arrangements are encouraged.

• A Contractor Capability Survey is included, with questions covering general capabilities, repair experience, and commerciality.

• Responses are due by close of business on Thursday, March 26, 2026.

• Both large and small businesses are encouraged to participate.

• Specific questions regarding small business status (Small Business, Woman Owned Small Business, Small Disadvantaged Business, HUBZone Certified, 8(a) Certified, Veteran Owned Small Business, Service Disabled Veteran Small Business) are included in the survey.
