Purpose & Scope

This RFI seeks input from interested firms on approaches to improve air quality, indoor environmental health, and long-term sustainment of military barracks. The DoW is interested in solutions capable of identifying and mitigating air quality risks, including ventilation deficiencies, airborne contaminants, humidity-related conditions, and other environmental factors affecting respiratory health. The goal is to achieve measurable, certifiable indoor air quality standards, enhance the living environment for service members, improve operational resilience, and boost morale and retention.

Key Areas of Interest

The DoW is specifically interested in solutions that can:

  • Diagnose environmental conditions.
  • Remediate identified deficiencies.

Solutions must meet UFC standards and habitability standards for Particulate Matter (PM) 2.5 and PM 10, Carbon Dioxide (< 700 ppm above outdoor), Relative Humidity (30-60%), and Carbon Monoxide. Potential technologies and services include environmental monitoring systems, air purification, HVAC modernization, humidity control, moisture detection/mold prevention, digital twin/predictive maintenance platforms, facility health dashboards, and service-based capabilities like assessments and rapid remediation.

Acquisition Strategy

The DoW is open to flexible acquisition and financing approaches, such as performance-based service contracts, managed service delivery models, subscription-based monitoring, public-private partnerships, and energy/sustainment-savings structures.
