The RFI seeks to identify companies capable of providing kitting, acquisition, management, warehousing/inventory management, and delivery of parts/materials for overhauling multiple radar antenna systems and fire control systems for U.S. Navy and Foreign Military Sales (FMS) ships. This is for planning purposes only; no funding is currently available, and this is not a solicitation. Responses are due by March 30, 2026.

Scope of Work

NSWC Crane is looking for capabilities to:

  • Obtain and inspect individual hardware items to meet Government requirements.
  • Assemble individual parts into system repair kits.
  • Warehouse and manage inventory of parts/materials.
  • Deliver parts/materials for radar and fire control system overhauls.
  • Provide a Contractor-owned and operated facility for housing and managing parts.
  • Offer services including Diminishing Manufacturing Sources and Material Shortages (DMSMS) resolution, Part/Material Failure Trend Tracking, and Obsolescence Management.

Specific parts lists for AN/SPS-48, AN/SPS-49, SPS-67v1, SPS-67v3, SPS-73 radar systems, and other components are provided in Attachment 2.

Key Requirements

  • Quality: Must have an ISO 9001-2015 compliant quality program or equivalent, implement counterfeit parts risk mitigation, and pass stringent quality requirements to suppliers.
  • Facility: Must be within 100 miles of NSWC Crane, climate-controlled, and a minimum of 5,000 sq ft.
  • Packaging: Must meet or exceed industry best practices, allow visual identification, protect against damage, and include specific ID markings (IAW MIL-STD-130N).
  • Inventory: Maintain an inventory control management system with Government "view-only" access.
  • Testing: First Article Testing (FAT) is required for one unit of each kit.
  • Export Control: Technical data may be export-controlled; companies must have a DD Form 2345 and be certified under the Joint Certification Program (JCP) to receive such information.
  • Registrations: Contractors must be properly registered in SAM.gov and PIEE, and be current with VETS-4212 Report submission.

Submission Details

Interested businesses should review the DRAFT Statement of Work (Attachment 1), DRAFT Appendix A Parts/Materials list (Attachment 2), and the Industry Questionnaire matrix (Attachment 3). Responses, including white papers referenced in the questionnaire, must be submitted electronically by March 30, 2026. A cover page with company name, address, CAGE Code, business size (based on 1,250 employees for NAICS 334511), and points of contact is required. A Capability Statement of no more than one 8.5" x 11" page may also be provided if additional clarification is needed.
