THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE, OR TO CONTRACT FOR ITEMS/SERVICES.

The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is conducting market research to determine sources with competencies and capabilities to provide Modular Protection System-Overhead Cover (MPS-OHC) fabrication to specifications and ship or deliver to Vicksburg, MS and Guam.

Systems will consist of one (1) steel 5 ft x 60 ft section of MPS-OHC and up to four (4) 60 ft x 80 ft kit of MPS-OHC, with all accessories packaged in 20 ft International Organization for Standardization (ISO) containers. The 5 ft x 60 ft section of MPS-OHC will be delivered to Vicksburg, MS. The 60 ft x 80 ft kits of MPS-OHC with required accessories packaged in 20 ft ISO containers will be delivered to Guam. *Additional specifications/drawings will not be provided at this time.

The components and required fabrication techniques are listed in Table 1 within the Draft Description of Requirement (DOR) which is attached. Additional components might be required that might not be listed but will require similar fabrication techniques.

The purpose of this Request for Information (RFI) is to obtain availability and capability of vendors to fabricate the products listed above to specification, availability and capability of vendors to provide shipping or deliver to the required location(s), and to determine interest in participation before a Request for Quote (RFQ) is released for the required items.

This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Information provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for a solution. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

Respondents are requested to review the attached Draft DOR and submit responses to the following questions:

  1. Contact information: Interested organizations should respond by providing the Government the following information:
    • Company name,

    • Company Cage Code,
    • Primary NAICS,
    • Business Size, i.e., Large, Small (if small, state your category).

  2. Capabilities Statement: A description of capabilities in providing 1) the minimum required items described in the RFI and Draft DOR to the specified location(s) and 2) Experience. Previous procurement information, including contract numbers and customers, is recommended.
     
  3. Business Status (based on NAICS 332312): Please indicate the business status of your company (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Small Disadvantaged Business etc.).
     
  4. General questions(s): If any, relating to the Draft DOR that need to be clarified prior to release of an RFQ.
     
  5. Answer the following Questions: All interested contractors (both large and small) are requested to provide written responses to all of the questions below.
    • Does your company have the capability to manufacture, fabricate, or procure all items in the component list in Table 1 of the attached Draft DOR and to the specifications as stated within the Draft DOR document? If not, please specify which items cannot be procured and/or provided by your company.
    • Does your company have the ability to ship/deliver the product(s) to the location(s) listed above and in the Draft DOR? Vicksburg, MS and Guam?
    • Does your company have the following capabilities? Please state which capabilities your company does/does not have from the list provided below.

Not responding to this RFI does not preclude participation in any future Request for Quote (RFQ), if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
