Quick Summary

The United States Air Force (USAF), on behalf of the NATO Final Lifetime Extension Program (FLEP), is conducting a Request for Information (RFI) to identify vendors capable of providing specific components for the AN/UPX-40 Identify Friend or Foe (IFF) System. This RFI aims to find sustainment options for NATO's AWACS E-3 aircraft. Responses are due January 30, 2026.

Purpose

The USAF International Airborne Warning and Control System (AWACS) & Wedgetail Division (WIWG) is seeking information from interested vendors with the capability, expertise, and experience to provide components associated with the AN/UPX-40 IFF System. This effort supports the NATO FLEP, which maintains NATO's fleet of AWACS E-3 aircraft to ensure operational capability and sustainability through 2035.

Components Sought

The RFI specifically requests information on the acquisition of new components, including:

  • Quad Processor CCA (Part Number: 301-2040-401, Quantity: 05) - noted as obsolete.
  • IFF Receiver (A6/7) (Part Number: 301-2400-401, Quantity: 12).
  • Power Converter (A15/16) (Part Number: 301-2500-401, Quantity: 12).

Submission Requirements

Interested parties must submit a white paper in Microsoft Word compatible format via email to brett.clemens.1@us.af.mil by January 30, 2026, 17:00 EST.

  • Section 1 (not included in page limit) should contain administrative information: contact details, recommended contracting strategy, business type (based on NAICS code 541512, Computer Systems Design Services), vendor capability and past performance regarding the AN/UPX-40 system, and facility security clearance.
  • Section 2 is limited to 10 pages of text (excluding pictures and graphs) and should address the issues outlined in Section 3 of the RFI.

Important Notes

This is an RFI solely for information and planning purposes; it is not a Request for Proposal (RFP) and does not commit the Government to any contract. The U.S. Government will not pay for any costs incurred in responding to this RFI. All submissions become Government property and will not be returned. Proprietary information must be clearly marked and segregated. Responders may need to sign Proprietary Data Protection Agreements (PDPAs) with Air Force support contractors.
