REQUEST FOR INFORMATION (RFI) - Outdoor Static Model Display Refurbishment

Statement of Work (SOW) / Performance Work Statement (PWS)

To refurbish six (6) outdoor static display models of aircraft located at Wright Patterson Air Force Base to maintain their aesthetic integrity, structural safety, and historical accuracy.

• Provide all necessary supervision, labor, materials, equipment, tools, transportation, and quality control to fully refurbish the cosmetic appearance and protective coatings of outdoor, non-flyable replica aircraft.

• The aircraft models are made of fiberglass, composite, aluminum, or a combination thereof.

• Refurbishment includes repairing or replacing missing components to original condition.

• Contractor must demonstrate experience with outdoor aircraft static display models on a Department of War base.

• Refurbishment steps include: surface preparation, structural reinforcement, corrosion repair, priming, painting, marking reproduction, and application of long-term weather and UV protection.

• Adhere to specified documents: AFI 84-101, Federal Standard 595C, and ASTM G154.

• Conduct an initial condition assessment with high-resolution photography and a written report identifying issues like cracking, delamination, fading, chalking, impact damage, and bird nesting.

• Fair to original contour, repair, or replace components.

• Reproduce all national insignia, squadron tail codes, tail numbers, and special markings.

• All personnel must complete base-specific safety, environmental, and security training.

• A 1-year warranty against peeling, cracking, or significant fading is required.

• A 2-year warranty against defects due to poor workmanship or materials.

• Period of Performance: Work to be completed by September 30, 2026.

• Place of Performance: Off-site. The displays will need to be removed, transported to the contractor's workspace, and reinstalled after refurbishment.

• Before, in-progress, and after digital photo packages (25%, 50%, 75%, 100% completion) for project presentations.

• Condition assessment and repair log within 30 days of contract award.

• Paint and material technical data sheets and VOC compliance documentation within 30 days of project completion.

• Contractor personnel must comply with local force protection and badging requirements.

• Final acceptance via walk-through with the Contracting Officer's Representative (COR).

Request for Information (RFI)

This RFI is issued by the Air Force for market research purposes to understand industry capabilities for refurbishing six (6) outdoor small-scale static display models (aircraft replicas). These models are exposed to harsh outdoor conditions, leading to degradation. The refurbishment aims to maintain aesthetic integrity, structural safety, and historical accuracy.
